산업디자인 중심의 디자인정책이 1970년대에 정부에 의해 도입된지 30년이 지난 2000년대 중반부터 공공디자인에 대한 관심을 바탕으로 우리나라 도시정부들이 디자인정책을 중요한 도시정책으로 활용하기 시작했다. 디자인정책이 도시정책으로 도입되는 과정에서 오세훈 시장의 서울시정부가 선도적 역할을 수행한 후 박원순시장으로의 교체 이후 상당한 변화 속에서도 디자인정책이 서울시의 도시정책으로서 지속적으로 중요한 역할을 수행하고 있다. 이 연구는 2006년부터 2016년까지 서울시 디자인정책이 도시정책의 패러다임 변화에 따라서 세 가지 상이한 관점에 의해서 영향을 받아 형성되어 변화를 겪어왔다는 인식을 바탕으로 사업 추진체계 및 사업 내용의 변화를 분석하였다. 분석결과 디자인정책에 적지 않은 변화와 함께 지속성도 확인되었으며, 정책에 대한 제한적 관심이나 비전에 대한 협소한 이해를 극복할 필요성이 있고, 앞으로 디자인정책의 고유한 전문성을 바탕으로 융합적인 정책 수행이 추진되어야 할 필요성이 제기되었다.
Three decades after the introduction of the industrial design policy by the central government, design policy has begun to gain significance as an important realm of urban policy in Korea since the mid-2000s. Oh Sehoon’s Seoul Metropolitan government played a leading role in the establishment of design policy as urban policy. which has been sustained even after substantial changes by the successor mayor. This study analyses the changes in the design policy of Seoul Metropolitan government between 2006 and 2016 on the premise that it is formed by the three different perspectives on urban design corresponding to the divergent urban policy paradigms; management of public spaces and facilities, urban competitiveness and lately urban problem solving. Following the analysis this study suggests that the significances of design policy are to be more deeply understood, while seeking for more collaboration with the adjacent policy areas based on its own professional capacities.
