생활물류서비스산업발전법 제정의 파급효과에 관한 탐색적 연구

An Exploratory Study on the Ripple Effect of Last Mile Delivery Service Industry Development Act

4차 산업혁명 기술 중 하나인 인공지능으로 인해 공유경제에 대한 개념은 우리 사회에 매우 빠른 속도로 확산되고 있다. 플랫폼 기술의 발전은 수요와 공급을 일치하는 속도를 증가시켜 효율성을 증대시키고 있다. 한편 공유경제의 개념은 기존의 전통적인 산업구조의 변화를 요구하고 있어 화물자동차운송사업 분야에 공유경제를 기반으로 한 신규 시장 진입자와 전통적인 화물자동차 운송사업자 간의 갈등이 충분히 예상되는 상황이다. 하지만 공유경제의 진화가 화물자동차운송사업에 어떠한 영향을 미칠 것인지에 대한 연구는 부족한 실정이다. 최근 국토교통부에서는 플랫폼 사업기반 ‘생활물류서비스산업발전법’ 제정을 추진하고 있어 향후 전통적인 화물자동차 운송사업에 많은 영향을 미칠 것으로 예상된다. 따라서 본 연구에서는 공유경제의 개념과 논리를 알아보고 이를 토대로 국토교통부가 추진하고자 하는 ‘생활물류서비스산업발전법’의 제정에 따른 파급효과를 살펴보고자 하였다. 이를 위해 미래의 상황을 가정하고 예상되는 결과를 토대로 화물자동차운송사업의 변화 가능성을 예측하였다. 분석결과는 다음과 같다. 첫째, 국내 택배사업자들은 무한경쟁 속에서 해외자본과 경쟁을 해야 할 것이다. 둘째, 기존 택배기사들의 시장퇴출이다. 셋째, 퀵서비스 및 늘찬배달업의 사업영역 확대이다. 마지막으로, 유통거래구조의 변화이다. 그리고 ‘생활물류서비스산업 발전법’의 출현은 지금 당장 택배와 퀵서비스 및 늘찬배달업이라는 기존의 틀만 포함될 것이지만 선진외국에서도 논의되는 Crowd logistics 등의 개념이 빠른 시일 내에 동법에 포함될 것으로 예상된다. 본 연구는 공유경제 개념에 기반하는 관련 법률의 영향을 분석한 초기 연구로서의 의의가 있을 것으로 기대한다.

Due to artificial intelligence, which is one of the fourth industrial revolution technologies, the concept of sharing economy is rapidly spreading to our society. The development of platform technology is increasing the efficiency by increasing the speed to match demand and supply. On the other hand, the concept of sharing economy calls for change of existing traditional industrial structure. Therefore, conflicts between entrants to new markets based on sharing economy and traditional freight car carriers are expected in cargo vehicle transportation business. However, there is a lack of research on how the evolution of the sharing economy will affect the trucking transport business. Recently, the MOLIT(Ministry of Land, Infrastructure and Transport) is promoting the last mile delivery service industry development law, which is expected to have a great impact on the traditional cargo transportation business in the future. The purpose of this study is to investigate the ripple effects of the Act on the last mile delivery service industry development law which tried to MOLIT based on the concept and logic of sharing economy. To do this, we predicted the possibility of a change in trucking transport business based on the expected results assuming the future situation. The results of the analysis are as follows. First, domestic courier companies will have to compete with foreign capital in unlimited competition. Second, courier drivers will be kicked out of the market. Third, expansion of business area of quick and local delivery and messenger services business. Finally, it is a change in the retail transaction structure. In addition, the emergence of the Law on last mile delivery service industry development will include the existing framework of courier service, quick and local delivery and messenger services, but it is expected that the concept of Crowd logistics discussed in advanced countries will be included in the law as soon as possible. This study is expected to be of significance in early -stage studies analyzing the effects of related laws based on the concept of sharing economy.
