한반도 평화체제 구축과 북한 비핵화 - ‘평화 관련 합의’의 단계별 이행구도를 중심으로 -

Peace Regime Building on the Korean Peninsula and the North Korean Denuclearization - Focused on the Phased Implementation of Peace-related Agreements -

작금 한반도 평화를 가장 위협하는 요인은 북한의 완강한 핵무장 노선이다. 또 북한은 지난 66년간 지속되어 온 휴전협정체제를 무력화시키고 있다. 따라서 북한 비핵화가 실현되고, 남북한 간에 군사적 신뢰구축이 충분히 이루어지기 전에 서둘러 평화협정을 체결하는 것은 곤란하다. 평화로 분식한 속임수 합의문을 졸속으로 채택할 경우 그 협정이 ‘제2의 휴전협정’이 되지 말라는법이 없기 때문이다. 따라서 우리는 ‘문건위주의 접근’에 집착하기보다는 ‘실질적 평화론’에 터 잡아 착실하게 ‘평화 만들기’의 벽돌을 쌓아가야 한다. 한반도 평화체제를 구축해 나감에 있어 과거 북한이 평화협정과 비핵화 협상 시 보여준 협상 전술 및 태도를 분석해서 치밀하게 대응해야 한다. 특히 한･미 양국이 북한의 의미 있는 비핵화를 견인하기 위해서는 무엇보다도 북･미관계 개선, 평화체제 구축, 대북제재 완화를 아우르는 비핵평화 로드맵을 만드는 것이 긴요하다. 그리고 이들 분야에서 협상카드를 세분화하여 적절하게 배합하는 협상전략을 구사해야 한다. 특별히 종전선언 채택은 북･미 간에 모종의 타협(Medium Deal)이 이루어질 경우를 전제로 한 비핵평화 프로세스의 2단계 에서 북한 측 의무사항(특히 신고된 핵물질과 우라늄 핵시설 폐기)의 이행을 조건으로 제공되어야 할 것이다.

The most threatening factor for the peace on the Korean Peninsula for these days is a strong nuclear-armed policy of North Korea. In addition, North Korea has been crippling the armistice agreement that has lasted for 66 years. Therefore, it is improper to hastily conclude a peace treaty before the utmost denuclearization in North Korea and satisfactory military confidence building between the two Koreas. It is because such an agreement could turn out to be a second Armistice Agreement if South Korea roughly signs a disguised peace agreement without seeing a possible fraud of North Korea. Accordingly, rather than sticking to the ‘document-based approach,’ we must build a brick of peace making steadily in point of ‘substantial peacey.’ In constructing a peace regime on the Korean peninsula, tactics and attitudes, shown by North Korea during the past talks or negotiations on peace treaty issues and denuclearization issues, must be analyzed systematically to respond well. In particular, in order for South Korea and the U.S. to promote meaningful denuclearization of North Korea, it is essential to work out a road-map for a non-nuclear peace that includes improving the North Korea-US relationship, building a peace regime and mitigating sanctions besides North Korean denuclearization itself. Relatedly, negotiation strategies should be used to subdivide the negotiation cards and mix them appropriately.
