UN 지속가능개발목표에 따른 한국 스포츠 공적개발원조의 새로운 지향

New Orientation of the Korean Sport ODA in accordance with the UN SDGs

이 연구는 한국 스포츠 ODA의 과거와 현재를 조명하고 새로운 지향에 대하여 제언하고자 하였다. 한국은 세계에서 유일하게 수원국에서 공여국으로 전환된 성공적인 국가이다. 이러한 경험을 한국이 ODA 사업을 통해 수원국에 전해줌으로써 수원국의 개발뿐만 아니라 국가 간, 국제적으로도 수혜가 발생한다. 최근 국제적으로 스포츠를 이용한 원조사업을 지원하고 있다. 심층적인 문헌을 고찰하여 한국 ODA의 개념과 필요성을 확인하고, 다양한 유형과 그에 따르는 평가의 내용을 확인 하였다. 또한 스포츠 ODA의 내용을 살펴보며, 해외의 사례를 한국 스포츠 ODA와 비교하였다. 문헌 고찰 결과, 한국 ODA의 개념적 범위에 대한 이견이 상존함을 발견하였으며, 구체적 원조 형식에 대한 불균형 및 제도 등의 문제도 지적되었다. ODA의 일반적 문제는 한국 스포츠 ODA에서도 유사하게 나타났다. 대다수 한국 스포츠 ODA는 공여국 중심의 프로그램이거나 스포츠 개발에 더 집중되어 사회 및 경제 개발에 스포츠가 역할을 적극적으로 못하고 있다. 그러나 해외 사례와 같이 수 원국에 실제적 개발에 기여하기 위하여 UN의 SDGs에 부합하는 스포츠를 통한 개발에 더 큰 노력이 요구된다. 그래서 기존의 스포츠 개발에 그치지 않고, 지속발전가능한 사회, 경제, 문화의 개발에 스포츠가 새로운 역할을 담당해야 한다.

The study described the past and present of Korea s sport ODA, and suggested new directions in the new direction. Korea is the only country that succeeded in transition from recipient country to donor country in the world. Korea conveys this experience to the recipient countries, which not only benefits the recipient countries, but also benefits the international community. In recent years, many countries use sport as a tool for ODA. This study examines the concept and necessity of ODA, which confirms the concept and necessity of the ODA. It also studied the content of ODA, and compared overseas examples to Korea Sport ODA. Through literature review, it is found that ODA in Korea has differences on the conceptual scope, and points out the imbalance of specific forms of assistance and system. The problems existing in ODA have also appeared in South Korea s sports ODA. Most south Korean sport ODA are projects centered on aid to the country, or more focused on sport development. Most Korean sport ODA are projects centered on donor country, or more focused on sport development. However, as is the case overseas, to make a real contribution to aid recipients, a greater effort needs to be made to development through sport compatible with the United Nations SDGs. Therefore, in addition to the existing sport development and health field, the development of sustainable social economy and culture should play a new role.
