산업단지구조고도화사업의 성과분석에 관한 연구 - 주유소건설사업을 중심으로 -

Performance Analysis of the Industrial Complex Renovation Projects - the Focus on the Gas Station Construction Program -

정부는 노후산업단지 재생을 위한 방안으로 산업단지구조고도화사업을 추진하고 있다. 이 사업에 포함되는 세부사업인 주유소건설사업은 정부의 제도적 지원을 통해 노후산업단지 내 신규 주유소를 건설함으로써 궁극적으로 해당 산업단지(남동공단과 시화공단)의 유류가격을 인하하여 입주업체, 종사자 등의 금전적 부담을 경감하고자 추진되었다. 본 연구는 주유소건설사업이 본래 의도한 정책목표에 부합하는 결과가 발생하였는지 여부를 분석, 확인하는데 목적이 있다. 이를 위해서 한국석유공사(오피넷)가 실시간으로 수집하고 있는 유류가격(휘발유, 경유, 등유) 패널데이터에 대한 통계분석을 실시하여 주유소건설사업의 성과를 분석하였다. 신규 주유소 건설 전후(前後) 및 산업단지 내외(內外)를 기준으로 주유소 유류가격을 비교한 결과, 특정 산업단지(남동공단) 내 등유가격이 하락하여 정책목표를 달성한 반면, 이외 대상 산업단지의 휘발유, 경유, 등유 가격은 오히려 증가하였거나, 또는 하락하였지만 통계적으로 유의미한 결과가 도출되지 않아 정책목표 달성에 한계가 있음을 확인하였다. 따라서 향후 정부의 제도적 지원을 통해 민간부문이 추진하는 사업이 당초 정책목표를 달성하기 위해서는 MOU 등을 통해 사업 이후에도 정책의 실행력을 확보할 수 있는 방안이 필요함을 제안하였다.

CONTENTS (1) RESEARCH OBJECTIVES The purpose of this study is to analyse whether the Industrial Complex Renovation Projects(ICRP) pursued by the government have resulted in achievements that are consistent with the objectives of the policy or project. (2) RESEARCH METHOD In order to analyse the research purpose, this study considered performance analysis through literature review of domestic and foreign academic research results, research report and so on. Further, an in-depth interview was conducted on professors, officials, staffs(LH, KICC) and quantitative analysis(difference in difference method) was carried out using actual data to analyze the results of ICRP (3) RESEARCH RESULTS The Gas Station Construction Program(GSCP) is aimed at alleviating financial losses or corporations and employees by lowering oil prices in ICRP through institutional support from the government. As a result, the price of kerosene has been lowered in the study, while that of gasoline and diesel has not been lowered. Therefore, it cannot be said that the performance of the GSCP has been achieved sufficiently. 2. RESULTS Based on the analysis results, It is necessary to inspect whether the GSCP carried out by the private sector achieve their original policy objectives, and inspect on ways to secure implementation, such as MOU, so that policy purposes can be achieved.
