육아종합지원센터의 가정양육 지원사업 운영현황 및 담당자 인식 조사

Study on the Operation Status and Agents’ Perception about the Projects of Supporting-Home-Childcare in the Support Centers for Childcare

본 연구의 목적은 육아종합지원센터 가정양육 지원사업에 대한 운영현황 및 인식을 분석하는데 있다. 이를 위해 서울, 울산, 경기 지역 센터에 소속된 사업 담당자 52명(52개소)을 대상으로 2018년 9월 2주부터 10월 2주까지 설문조사를 실시하였다. 본 연구의 결과는 다음과 같다. 첫째, 가정양육 지원사업의 운영 목적은 지역 내 육아지원을 위한 거점기관으로서 역할 및 기능을 수행하는 것으로 나타났다. 둘째, 사업 운영을 위해 대부분 연장 운영하고 있으며, 사업 장소는 주로 센터인 것으로 나타났다. 셋째, 운영 인력은 대부분 보육전문요원이었으며, 담당자 교육은 주로 부모교육 사업에서 실시한 것으로 나타났다. 넷째, 사업 담당자들은 사업계획 단계부터 수요자 요구조사를 실시하고 있으며, 주로 집단 서면조사 방법을 사용하는 것으로 나타났다. 사업 홍보 매체는 주로 홈페이지를 활용하고 있으며, 홍보가 가장 많이 실시된 사업은 부모교육으로 나타났다. 지역 연계 기관은 공공기관 및 관공서가 가장 많았으며, 주로 홍보와 관련해 연계한 것으로 나타났다. 한편, 가정양육 지원사업 운영의 어려움은 인력 관리와 시설 및 공간 부족으로 나타났으며, 운영 활성화를 위해 홍보와 인력 충원이 필요한 것으로 나타났다. 따라서 가정양육 지원사업을 지원하기 위해서는 균형적인 설치 공급, 수요자의 이용 편의성 고려, 사업 전담 인력 확보 및 관리, 지역사회 연계 지원체계 강화 등이 필요함을 시사한다.

The purpose of this study is to analyze the operation status and the perception about the projects of supporting-home-childcare. For this purpose, a questionnaire survey was conducted with 52 agents (52 centers in Seoul, Ulsan, and Gyeonggi) in charge of the projects of supporting-home-childcare from the second week of September to the second week of October, 2018. The results of this study are as follows: First, the purpose of the projects of supporting-home-childcare is to play roles and functions as a base for childcare support in the area. Second, most of the centers extend their operating hours for the project, and the operating locations are mainly the Support Centers for Childcare. Third, most of the project workforce was the childcare agents, and the training for the project agents was mainly conducted through the parent education project. Fourth, the project agents conduct a demand survey from the planning stage and mainly use group written survey methods. For public relations, they mostly use homepages, and the most publicized project was parent education. The most community-linked institution with the projects was the public institutions and government offices, and the main linkage was public relations. On the other hand, the operational problems of the projects are the management of project workforce, and the lack of facilities and spaces. To activate the operation, public relations and workforce supplement appeared necessary. Such results of this study addressed the importance of the balance in terms of the center supply and installation, user convenience, workforce supplement and management, and reinforcement of regional support system in order to support the projects of supporting-home-childcare in Support Centers for Childcare.
