국가 교육과정 문서의 대강화와 상세화에 관한 일고

Simplification and Specification of the National Curriculum Documents

지방자치 강화 정책에 따라 국가 교육과정 대강화에 대한 관심이 커지고 있다. 본 연구는 국가 교육과정 문서를 대강화 또는 상세화해야 한다는 주장의 ‘대상’이 무엇인가에 대한 궁금증에서부터 시작하여 국내 선행 연구와 국내외 교육과정 문서에 대한 문헌 연구를 통해 국가 교육과정 대강화, 상세화의 의미와 교육과정 문서 개발의 방향을 탐색하는 것을 연구 목적으로 하였다. 선행 연구 분석 결과, 전체적 방향으로서 교육과정 대강화나 상세화를 제안하여 그 대상이 모호한 경우도 있었지만, 총론의 대강화는 공통적, 요강적인 기준만을 담는 것, 필요한 내용을 최적화하여 담는 것, 간결하게 안내하는 것, 편제표와 시간 배당 기준에 여지를 많이 주는 것, 문서 체제를 간소화하는 것 등의 의미로 제시되었다. 반면, 총론의 상세화는 학교 교육과정 편성․운영에 필요한 형식과 내용을 모두 포함하여 종합서, 안내서로 개발해 주는 것으로 제시되었다. 교과 교육과정의 대강화는 성취기준 수의 감축, 또는 성취기준 진술문 자체의 포괄적 제시로 사용되었고, 상세화는 교육과정 관련 문서들의 통합, 성취기준의 구체적이고 명료한 진술 등으로 사용되었다. 향후 교육과정 문서의 대강화는 그 대상, 형식이나 내용, 기준과 지침의 ‘수’ 축소나 ‘진술’의 요강화 등을 구분하여 논의할 필요가 있다. 또한 본 연구에서는 자율성 제고를 위한 국가 교육과정 개발 방향, 국가 교육과정 문서의 형식과 내용, 학교의 교육과정 편성․운영 역량과 교사의 교육과정 전문성, 자율성, 책무성에 대한 논의를 통해 국가 교육과정 문서 형식의 최소화/종합화, 문서 내용의 대강화/상세화 방향을 시론적으로 제시하였다.

The purpose of this study is to investigate the meanings surrounding curriculum simplification and specification as it pertains to the national curriculum documents and the direction of curriculum development. I provide an international comparative study based on an extensive literature review on the subject matter. Results from an analysis of prior research indicate that the meanings behind the simplification of the general curriculum includes the following: “including only common and sophisticated standards,” “optimizing needed contents,” “giving brief guidance,” “giving a lot of room for subject and time-allotment systems,” and “simplifying document structures.” Conversely, the general curriculum specifications also suggested that a comprehensive guidebook that includes all the forms and contents necessary for developing and implementing the school curriculum would be developed. The meanings of subject curriculum simplification also vary in scope and focus. These include a “reduction of the number of achievement standards” or “a comprehensive presentation of the achievement standards and statement itself,” and the focus on subject curriculum specification was intended for the “integration of curriculum related documents” and a “concrete and clear statement of achievement standards.” This study suggests a range of opinions and concerns surrounding “minimizing or integrating forms,” ”simplifying or specifying content through discussions on the developmental directions of the national curriculum for enhancing autonomy,” as well as addressing the “form and content of national curriculum documents,” and issues such as “school competency” and “teachers professionalism, autonomy, and accountability.”
