상담자 정책역량 강화를 위한 대학원 교육방안

Graduate School Education Plans for Strengthening Policy Competence of Counselors

본 연구의 목적은 공공정책의 영향을 많이 받는 상담현장의 특성상, 대학원과정에서 예비상담자에게 공공상담기관에서의 전문적인 활동과 내담자에 대한 적극적인 옹호를 할 수 있도록 정책역량을 갖출 수 있는 교육적 방안을 마련하는 것이다. 이를 위해 상담관련학회의 운영진 경력을 가진 15명을 전문가패널로 구성하여 델파이 연구방법을 사용하였다. 조사는 타당도가 확보된 3차까지 이루어졌다. 주요 결과는 다음과 같다. 첫째, 교육목표는 상담정책에 대한 이해에서부터 상담정책연구능력, 공공상담자로서의 윤리 의식 등과 관련된 10개의 목표가 제시되었다. 둘째, 교육내용은 상담제도, 상담정책, 상담경영, 상담실제, 상담윤리와 관련된 11개의 내용이 제시되었다. 셋째, 교수방법으로 강의와 세미나, 정책개발과정참여, 현장실습 등 9개의 다양한 교수방법이 제안되었다. 본 연구는 상담자의 정책역량 증진을 위한 교육에 초점을 맞추어 대학원 교육방안을 체계적으로 개발하였다는 점, 한국적 상담의 특성을 반영한 예비상담자교육을 논의하였다는 점, 상담자의 공공상담기관의 직업적 적응을 위한 대학원교육방안을 마련한 것에 의의가 있다. 또한 상담자가 보다 적극적으로 내담자를 옹호할 수 있는 정책역량을 증진할 수 있는 구체적인 교육방안을 마련하였다는 점에 의의가 있다.

Because of the characteristics of counseling sites that are heavily influenced by public policy, the purpose of this study is to design an educational plan to equip preliminary counselors with professional activities in public consultation institutions and active support for the client. To do this, the researchers used the Delphi study method, which consisted of 15 panelists with career experience of counseling associations. A survey was conducted up to the third stage where validity was secured. The main results are as follows: first, ten goals, such as the understanding of counseling policy, the ability to research counseling policy, and the ethical consciousness as a public consultant, were presented; second, contents of education are eleven, relating to counseling system, counseling policy, counseling management, counseling practice, and counseling ethics; third, nine different teaching methods, such as lectures and seminars, participation in policy development process, and on-the-job training, were suggested as teaching methods. The study is significant in that it systematically developed a graduate education plan with a focus on education to promote the policy competence of counselors. It also claims its significance by discussing preliminary counselor education to reflect the characteristics of Korean-style counseling and devising a graduate education for counselors professional adjustment to a public counseling agency. Its significance also lies in a specific education plan designed to promote their policy competence to advocate their clients more actively.
