지방자치단체 재정투자사업의 집행실패 원인 분석

An Analysis on the Causes of Implementation Failure of Local Investment Projects

본 연구는 지방자치단체 재정투자사업의 집행실패 원인을 분석하고, 분석결과를 바탕으로 효율적인 사업 관리방안을 도출하는 것을 목적으로 한다. 이에 행정안전부의 지방투자사업 이력 관리 결과를 중심으로 감사원 감사결과를 보완적으로 검토하였고, 사업계획 및 집행단계별로 집행실패의 원인을 분석하였다. 그 결과 사업계획 단계에서는 부적절한 사업계획의 수립(수요예측 및 재원조달 가능성 검토 미흡, 사업비 산정 부정확성 등)과 사전절차의 이행 소홀(투자심사소홀, 필수 사전절차 미이행 등)이, 사업집행 단계에서는 사업관리 역량 부족(계약 등 업무관리미흡, 불필요한 비용지출 등)과 업무지침 이행 소홀(업무규정 위배, 투자심사 결과 불이행 등)이 주요 실패 원인으로 나타났다. 이에 효율적인 사업관리 개선방안을 모색한 결과, 사업계획에 대한 투자심사를 내실화하고 사업별 집행 매뉴얼을 작성하고 담당자 교육을 실시하며 현행 정보 시스템을 개선하여 사업추진 전반에 대한 이력 관리를 강화하는 방안을 제시하였다. 나아가 중앙과 지방의 다양한 이해관계자 간 정보공유 및 역할분담을 바탕으로 사업관리 거버넌스를 구축할 것을 강조하였다.

The purpose of this study is to analyze the causes of implementation failure of local investment projects and draw up efficient project management system. Thus, I reviewed the monitoring results of local investment projects and audit reports of BAI (The Board of Audit and Inspection of Korea) and analyzed the causes of implementation failure for each stage of project planning and execution. As a result, the main reasons for implementation failure were inadequate project planning(inadequate demand forecast and funding review, inaccuracy of calculating project costs), non-execution of the pre-procedures(failure of local investment appraisal), lack of management capability (improper contract, spending waste) and failure of project guidelines. Based on the results, this study recommends some suggestions. The government should improve the local invest appraisal system, draw up execution manuals for each project, strengthen education for civil servants. And ocal project monitoring system should be improved by upgrading the current information system. In particular, this study emphasized the establishment of project management governance through the sharing of information and division of roles among various stakeholders in the central and local levels.
