정부의 역량과 정부간 협력에 대한 인식이 중앙정부와 지방정부 신뢰에 미치는 영향

The Effect of Government Capacity and Cooperation between Government on Trust in Central and Local Governments

본 연구는 정부의 역량과 정부간 협력에 대한 국민의 인식이 중앙정부와 지방정부의 신뢰에 미치는 영향을 분석하는 것을 목적으로 한다. 분석결과에 따르면, 업무성과, 관리역량, 청렴성과 공정성을 포함한 정부의 역량과 중앙정부 부처 간 협력에 대한 국민의 인식이 중앙정부 신뢰에 영향을 주는 것으로 나타났다. 반면에, 지방정부 신뢰에서는 청렴성과 공정성, 그리고 지 방정부 상호간 협력이 긍정적인 영향을 미치는 것으로 나타났다. 따라서 중앙정부와 지방정부에 대한 신뢰 제고를 위해서는 청렴성과 공정성 향상을 위한 지속적인 제도적 정비와 정부역량강화가 필요하다는 정책적 시사점을 찾을 수 있다. 또한 중앙정부와 지방정부에 대한 신뢰를 제고하기 위해서는 각 부처 간의 벽을 허물고 유기적인 협력체계를 구축하는 한편 지방정부 간의 경쟁을 지양하고 긴밀한 협력관계를 조성하는 것이 중요하다는 점이 확인되었다.

This study examines effects of perception of government capacity as well as inter-agency and inter-government cooperation on public trust in central and local governments. The results show that all factors of government s capacity and inter-agency cooperation have positive effects on public trust in central government. While the integrity and fairness perceptions and inter-local governments have positive effects on public trust in local governments. The findings suggest that both the central and local government should continue to strengthen their capabilities to improve integrity and fairness. In addition, the government should establish and promote a continuous and stable inter-agency cooperation and inter-local government cooperation for public trust in central and local governments, respectively.
