지금까지 갈등관리를 위한 다양한 법･제도적 장치들이 마련되어 왔음에도 불구하고, 비슷한 패턴의 갈등이 반복되고 있다. 갈등이 많이 발생하는 공공개발사업은 장기간 진행되고, 사업단계별로 여러 요인이 복합적으로 연결되어 갈등 양상이 다각도로 변화된다는 특징이 있다. 따라서 본 연구에서는 갈등이 지속적으로 발생되는 근본적인 원인을 파악하기 위해 시스템다이내 믹스 기법을 활용하여 공공개발사업 갈등의 구조적인 매커니즘을 분석하고자 했다. 시스템 다이내믹스 방법론은 인과순환적 피드백 구조를 발견하고, 인과지도를 통해 문제의 발생경로와 동태성의 패턴을 해석할 수 있다. 이에 본 연구에서는 공공개발사업의 사례들을 토대로 요인 및 요인간의 관계를 도출하고, 시스템 다이내믹스 방법을 활용하여 각 요인들의 인과모형을 개 발하였다. 본 연구는 장기간의 사업 진행 과정에서 갈등을 발생 및 심화시키는 주요한 요인과 갈등을 해결 및 완화할 수 있는 수단을 검토해볼 수 있었다는 점에서 의의가 있다.
Various methods have been developed for conflict management. Nevertheless, similar patterns of conflicts are occurring repeatedly. Public development projects were implemented for a long time, and various factors provoked the conflicts in various ways. We tried to analyze the structural mechanism of conflicts in public development projects by using system dynamics in order to identify the cause of conflicts. The system dynamics can identify causal and cyclical structures and it is also an useful tool for analyzing causal pathways and dynamics patterns through causal mapping. In this study, we derived the relationship between factors and factors based on case studies of public development projects, and developed causal models using system dynamics. This study highlights the main factors that cause and fuels conflicts in the process of public development projects.
