공공기관 경영평가지표의 효율성 분석 및 목표치 설정방식에 관한 문제점과 대책

Problems and Countermeasures on the Efficiency Analysis and Goal Setting Approach of Public Institutions’ Management Evaluation Measures

본 논문은 공공기관 경영평가에 적용되고 있는 평가지표의 효율성과 문제점을 분석하는 것에 초점을 맞추고 있다. 효율성 분석을 위하여 동일한 평가지표가 적용되었던 2008년부터 2010년까지 경영평가 결과에 근거하여 과정지표(비계량)와 성과지표(계량)의 연관성을 분석한다. 자료포락분석을 통해서 투입물인 과정지표의 수준이 산출물인 성과지표의 수준에 미치는 영향을 조사하여 생산성 관점에서의 공기업의 효율성도 분석하였다. 또한, 현재 관행이 되어있는 향상 중심 목표치 설정방식의 문제점을 지적하고 이에 대한 대책을 제시한다. 공공기관 경영평가지표의 효율성 및 문제점에 대한 본 논문의 결과는 향후 경영평가 지표설계와 평가제도 운영상의 개선점을 도출하는데 활용될 수 있을 것이다.

This study focuses on analyzing the effectiveness and problem of evaluation indicators applied to the management evaluation of public institutions. It analyzes the relationship between process indicator(quantitative) and outcome indicators(qualitative), based on the result of management evaluation from 2008 to 2010 that was applied to the same evaluation indicators for analyzing the effectiveness. It also analyzes the effectiveness of public institutions from a viewpoint of productivity by investigating how the level of process indicators or the input influences the level of outcome indicators or the output through the Data Envelopment Analysis (DEA). Besides, it points out the problems in setting up the improvement-oriented objective that is a current practice and suggests the solution. The result of this study on the effectiveness and problem of public institutions’ management evaluation indicators can be used to come up with the ways to improve the design of future management evaluation indicators and the operation of evaluation system.
