한국의 철도테러 가능성과 대응방안에 관한 연구

A Study on the Possibility and Countermeasures of Railway Terrorism in Korea

철도라 함은 여객 또는 화물을 운송하는 데 필요한 철도시설과 철도차량 및 이와 관련된 운영·지원체계가 유기적으로 구성된 운송체계를 말하는 것으로 시설물이나 구조물의 개념 보다는 시스템의 의미를 담고 있다. 우리나라의 경우 고속철도를 비롯한 각종 철도 이용객은 2015년 12월 기준으로 1,269,416,684명으로 하루 평균 3백 50만에 육박하는 것으로 수도권 이용객만 일일 3백 10만 명이 넘는다. 세계적으로 이용객이 증가 되고 있는 철도는 주요 대도시 교통수단으로 발전되어 안전성과 접근성을 갖추어 편리함도 있지만 대도시의 경우 좁은 지하구조물의 형태에 여객이 많은 철도역은 다중이용시설물로 건설되어 있기 때문에 철도테러리스트의 주요 표적이 되어온 것도 사실이다. 1960년 이후로 전 세계 철도시스템에 49회의 테러가 자행되어 1,817 명이 목숨을 잃었고 13,630 명이 부상을 당하였다. 철도를 대상으로 한 테러에 많은 희생자가 발생하는 것은 항공교통과 같이 접근이 어렵고 보안검색이 강화된 교통수단이 아니라 일반대 중을 대상으로 많은 인원이 쉽게 접근하여 상시 이용할 수 있는 교통수단이기 때문이다.이 연구는 세계 철도테러 사례를 살펴보고 한국에서의 테러발생 가능성과 그예 따르는 대응방안에 대하여 고찰하고 있다. 이러한 대안은 철도운영기관에서 반드시 이루어져야 하고 최소의 비용으로 대테러업무를 수행하는 방안으로 제시 한 것으로, 이를 토대로 앞으로 더좋은 대안이 도출되어 철도운영기관이 대테러업무를 완벽하게 수행하여 가장 안전한 대중 교통의 중심에서 지역사회의 신뢰받는 교통기관의 위상 제고에 발전이 있기를 기대한다.

Railroad refers to a transport system consisting of railroad facilities and rail vehicles and their associated operating and supporting systems to transport passengers or freight, rather than the concept of a facility or structure. In the case of Korea, 1,269 billion passengers have been on average since December in 2015, the number of those are with more than 3.5 million passengers per day in the metropolitan area only. The railway, which is becoming more popular worldwide, has developed into a major metropolis transport system, providing convenience for its safety and accessibility. However, it is true that railway stations located in large cities formed of narrow underground structures have been the main target of the railway terrorist list as they are built as multi-use facilities. According to the Wikipedia, 49 attacks have been committed on the worldwide railway system since 1960. In consequence, 1,817 people were killed and 13,630 injured. A terrorist attack targeting railway would lead to many victims. This is because it is not an accessible and secure transportation such as air transport, but rather a transportation that is readily accessible and always available to the public. This study examines the cases of railway terrorism around the world and anticipates the possibility of terrorism in Korea, looking at what measures to take in response to terrorism. Description of laws and regulations, coordination with anti-terrorism organizations, training on counterterrorism, and network formation among related agencies are provided as specific proposals. In the long run, this study also reviews security search equipment in terms of expansion of security search, protective and monitoring equipment. Alternatives in this study should be done by the railway operator and are suggested as a means of conducting counterterrorism at the minimum cost. Based on this, I expect that better alternatives will be derived in the future so that railway operators will carry out full counter-terrorism work and there will be progress in improving the status of the community s most secure public transport.
