해외 테러 대응 체계의 개선방안으로는 정부예산 중 테러방지 예산 및 외교부예산의 증액이 가장 시급하다. 테러 대응 현지 공관의 역량을 강화하기 위해서는 영사인력의 증원이 필요하고, 테러의 유형 중 납치,해적 등에 대한 전문 협상인력과 전문구조인력을 양성해야 한다. 테러 대비 대응 훈련에 교민사회가 적극 참여하도록 해야 하고, 공관과 주재국 정부 및교민사회간의 거버넌스 구축이 필요하다. 주재국에서 정보수집 역량도 강화 되어야 한다. 주재국과의 공공외교를 통하여 친밀감을 확산 시키고, 파트너 쉽을 강화 하는 것 또한 해외 테러로부터 우리 여행객과 체류국민을 보호하는 길이다.
