경찰공무원의 외상 후 스트레스 장애(PTSD) 관리 및지원방안에 관한 연구

Study on Measures to Manage and Support Post-Traumatic Stress Disability (PTSD) of Police Officers

경찰공무원은 사회질서를 유지하고, 범죄를 예방 및 진압하여 국민의 안전을 위해 24시간 역할을 다하는 치안분야의 전문가이다. 폭력, 강간, 살인 등 범죄현장과 변사사건의 현장 임장 등 직무 특성상 정신건강에 영향을 미칠 수 있는 극한의 현장과 상황에 노출되는 빈도가 높아 외상후 스트레스 장애(Post-traumatic Stress Disorder: PTSD)와 같은 정신 질환의 고위험 직군으로 분류된다. 따라서 이 연구에서는 경찰의 외상사건, 스트레스, 트라우마에 관한 선행연구를 고찰하고, 위험직무의 실태와 문제점을 도출하였다. 이를 통해 현재 경찰의 PTSD의 관리와 운영에 대해 논의하고, 현재 전국 9개소에서 운영 중인 ‘마음동행센터’의 효율적 운영과 관리를 위한 정책적 함의를 제시하고자 한다.경찰공무원의 외상 후 스트레스에 대한 관심과 지원은 경찰공무원 개개인의 직무만족 및삶의 질 향상에 기여하고, 궁극적으로 엄정한 법집행과 시민지향적인 치안서비스의 수준을 향상하는 것에 있다.

Police officers are experts in the field of security, who exercise their functions for people s safety during 24 hours, by maintaining social order and preventing and stamping out criminal activities. They are categorized as a high-risk group of PTSD, as they are often exposed to extremely harsh fields and situations in which their job characteristics related with in-situ survey of fields associated with crimes such as violence, rape and murder, or an unnatural death have effects on their mental health. This study, therefore, investigated preliminary researches on traumatic accidents, stress and trauma of police officers and found the current conditions and problems of such a risky job. It attempts to discuss the current management and operation of police officers PTSD and suggest political implication for efficient management and operation of 9 police mind health centers across the country. Interest in and support for PTSD of police officers would contribute to enhancing individual police officers job satisfaction and quality of life and ultimately improve strict law enforcement and citizens-directed policing services.
