서아프리카지역의 분쟁과 테러단체 고찰

A Study on the Disputes and Terrorist Organizations in West Africa

본 논문은 서아프리카지역의 분쟁과 테러단체를 고찰하기 위한 것이다. 이를 위해 분쟁지 역과 테러, 서아프리카 주요국의 분쟁·테러·테러단체, 서아프리카지역 분쟁·테러의 전망과 대응을 살펴본 후 결론을 도출해본 것이다. 일반적으로는 서아프리카지역은 아프리카 서쪽 중에서도 좁은 의미의 마그레브 권역을 뺀 지역. 즉, 사하라이남 아프리카 중 북서쪽 지역을 가리킨다. 이들 지역은 역사적으로는 프랑스 식민제국의 식민지였던 곳이 많으며 이슬람이 다수이다. 최근 이 지역은 아프리카의 분쟁 및 정치적 불안정과 경제적 쇠퇴를 활동기반으로 한 테러단체들의 활동으로 테러가 급증하는 등 아프리카 대륙의 새로운 폭풍 지대로 바람 잘 날이 없다. 특히 이슬람국가와 알카에다 등과 관련을 맺고 있는 안세르 디네, 카티바 마시나, 서아프리카 지하드 통일운동, 보코하람, 안사루 등의 테러집단들에 의해 테러가 발생하고 있다. 더구나 2019년 5월에는 서아프리카지역의 부르키나파소에서 한국인이 현지 무장 세력에 납치되었다가 프랑스군에 의해 구조된 바 있어 국내에서도 서아프리카 지역에 대한 관심이 높아지고 있다. 특히 해외여행중인 국민들이 점차 증가하고 있어 ‘여행경보발령 지역’ 등 위험지역에서의 무모한 행동으로 인한 피해가 우려되기 때문에 이지역에대한 연구를 통해 국민들의 피해가 없도록 다각적인 노력이 요구되고 있다.

This paper aims to examine the disputes and terrorist organizations in West Africa. To this end, the paper is composed of 5 chapters titled introduction; dispute areas and terrorism; dispute, terrorism, & terrorism, organizations in major West African Countries; prospects and responses to disputes and terrorism in West Africa; and conclusion. Today, terrorism has become a serious security threat to the international community, especially after the Cold War. The U.N. Security Council has designated al-Qaida, Islamic State, Taliban and Boko Haram as international terrorist organizations and has voted to impose sanctions on them. Terrorism is frequent due to the activities of terrorist groups based on conflict and political instability and economic decline in Africa, especially in West Africa, and is rapidly increasing. Terrorism is being waged mainly by terrorist groups such as Ancer Dine, Katiba Masina, the Jihad Unification Movement in West Africa, Boko Haram and Ansaru, who have ties to the Islamic State and al-Qaida. A South Korean was recently detained by a terrorist group in Burkina Faso before being rescued by French troops. Terrorism in West Africa is no longer a matter for others and Korea is no longer a safe country for terrorism. Multilateral efforts are being called for not only the safety of overseas Koreans but also the safety of Koreans residing in Korea from terrorism.
