몽골의 국경보안 관리에 관한 연구: 유럽모델을 중심으로

Border Security Management in Mongolia: With a focus on the European Mode

세계화 시대에 공동체 보호 및 보전은 국가의 가장 중요한 과제 중 하나이며, 안전한 국경은 이와 관련하여 중요한 역할을 한다. 지리적 경계인 국경은 국가의 주권 및 독립의 상징으로서 정체성을 부여하기 때문에, 이를 지키지 못하는 것은 국가 안보를 지키지 못하는 것과 같다고 할 수 있다. 최근 이민자 쇄도를 경험한 유럽은 이민자 관련 정책 및 국경보안과 관련하여 중요한 본보기가 된다. 유럽 국가들은 현재 독립적인 이민자 관련 정책 및 국경보안 모델 개발하여 실행하고 있다. 예를 들어, 헝가리는 광범위한 사회적 지지를 바탕으로 국경보안을 강화하고 엄격한 이민관련 정책을 시행하고 있다. 이 연구는 거대한 국토에 비해 인구가 적고, 중국 그리고 러시아 등 대국 사이에 육지로 둘러싸인 몽골에 적용할 수 있는 국경보안에 관한 고안이다. 특히, 유럽모델을 기반으로 국제표준과 기술발전을 조합한 몽골의 특성에 적합한 모델을 제시하고자 한다.

Protecting the community is one of the most important tasks in the era of globalization, and a secure state border is the key to achieving it. Because a nation’s border, defined geographically, represents its independence and sovereignty, it must be secured at all times. Failing to do so may pose a serious threat to the national security. Recent cases of European countries experiencing an influx of immigrants offer insights into how to manage the national borders and incoming foreigners. Without a unified European immigration policy, individual nations are moving toward an independent immigration model. For example, the Hungarian government has decided to take a strict approach to the issue by strengthening the immigration policies and improving the security at the borders, promoted by a broad social support. This research draws policy implications for the border security in Mongolia which covers an extensive area of land with a small population while being a landlocked country surrounded by China and Russia, two of the largest nations in the world. Particularly, the ways in which the international standards and recent technological developments can be combined with a basis on the European model of border security to provide the most suitable model for Mongolia are explored.
