제천 스포츠센터 화재와 밀양 세종병원 화재의 비교 분석

Comparative Analysis between the Jecheon Sports Center and Miryang Sejong Hospital Fires

이 논문에서는 다수 사상자가 발생하는 화재의 방지 및 유사화재 예방에 기여할 목적으로 제천 스포츠센터 화재와 밀양 세종병원 화재에 대해 발화개소, 화재원인 및 다수 사상자 발생 요인에 대해 공통점을 중심으로 비교하여 분석한다. 전기적인 원인으로 천장 내부에서 화재가 시작된 공통점이 있을 뿐만 아니라 다수 사상자 발생 요인에 다음과 같은 공통점이 있다. 다수 사상자 발생 요인의 공통점은 ① 소화기로 진화하려다가 실패한 후 119신고, ② 소방대 화재현장 도착 시 화재최성기상태, ③ 주계단 1층에 방화문 미설치, ④ 방화문을 닫지 않거나 기능을 하지 못함, ⑤ 수직관통부의 방화구획 처리 부실, ⑥ 천장 속에 스티로폼 단열재 부착, ⑦ 불법 증축, ⑧ 비상용 디젤엔진 미작동 등이다. 그리고 분석한 문제점을 토대로 유사한 화재가 발생하지 않도록 대책을 제안한다.

The objective of this study is to contribute to the prevention of fires similar to those that have resulted in many casualties. In this regard, this study compared the sports center in Jecheon and Miryang Sejong Hospital fires, analyzing their origins, causes, and the causes of their many casualties focused on any possible similarities. Both fires started from the ceiling due to electric causes. The common causes for their many casualties are as follows: 1) a 119 call after failing to extinguish the fire with fire extinguishers. 2) post-flashover upon arrival of the fire brigade to the fire site, 3) no fire doors installed on the first floor of main stairway, 4) open or nonfunctional fire doors, 5) poor management of the fire compartment of the vertical pit, 6) styrofoam insulation in the ceiling, 7) illegal building extension, and 8) an inoperative emergency diesel engine. Based on the analysis of these problems and similarities, we propose measures to prevent the occurrence of similar fires.
