GM 군산 공장 폐쇄의 지역 간 경제 효과 분석

An Inter-regional Industry Analysis of the GM Gunsan Factory Closure with the 2013 Regional Input-Output Statistics

2018년에 발생한 군산GM 공장의 폐쇄가 전북지역을 포함한 국내 16개 광역자치단체와 국가 경제에 미치는 영향을 지역 간 산업 연관 분석 방법으로 추정하였다. 우리나라의 주요 수출 상품으로서 국내 운송 기계 산업의 일축을 담당하고 있는 자동차 산업의 중요성 그리고 산업 및 지역 간에 다차원적으로 형성된 자동차 산업의 특성을 고려하여, 추정에는 한국은행이 발행한 최신의 지역산업연관표인 ‘2013년 지역산업연관표’를 활용하였다. 2018년도 군산GM 공장의 폐쇄는 우선 전라북도 지역에 1조 1,000억 원 가치의 자동차 생산을 중단시켰다. 그로 인하여 전라북도 지역경제에는 생산액 –1조 4,944억 원, 부가가치 –3,961억 원, 수입 -1,592억 원, 취업자 수 –3,690명의 경제적 파급 효과가 초래되었다. 또한 군산GM 공장의 폐쇄는 전국 16개 광역시도에 생산 –2조 7,289억 원, 부가가치 -7,477억 원, 수입 -3,440억 원, 취업자 수 –9,219명의 경제적 파급 효과를 초래하였다. 그러므로 군산GM 공장 폐쇄의 부정적 파급 효과는 전라북도 지역 경제에 미친 것과 비슷한 수준의 부정적 파급 효과를 전국 각 지역에 미쳤음을 알 수 있다. 이는 다차원의 협력업체들이 다지역에 걸쳐서 공급사슬 클러스터를 통하여 거래 네트워크 생태계를 형성하고 있는 자동차 산업의 특성이 산업 간, 지역 간에 반영된 결과이다. 본 연구는 국내 자동차 및 관련 산업에 대한 경제 정책과 지자체 간 산업 정책 협의를 위한 기초 자료로 사용될 수 있을 것이다.

The inter-industrial inducement effects of the Gunsan GM factory closure on the production, value-added, imports, and unemployment of 82 regional industrial sectors in the 16 provincial areas of the Korean economy have been computed by the inter-regional input-output analysis technique utilizing the ‘2013 Regional Input-Output Statistics’, which was published most recently in December 2015 by the Bank of Korea. The economic impacts of the Gunsan GM factory closure on the production, value-added, imports, unemployment have been estimated for the 16 provincial regional economies in Korea under the scenario that the Gunsan GM factory closure would be attributed by the reduction of demands for automobiles produced by Gunsan GM factory at the amount of ₩1,100 billion, both domestically and abroad. It is expected that the closure of the Gunsan GM factory would reduce ₩1,494.4 billion worth of output, ₩396.1 billion worth of value-added, and ₩159.2 billion worth of imports, and 3,690 workers in Jeollabuk-do regional economy as a whole. It is also expected that the Gunsan GM factory closure would reduce ₩2,728.9 billion worth of output, ₩747.7 billion worth of value-added, and ₩344 billion worth of imports, and 9,219 workers in aggregation for the 16 provincial regional economies, thus, whole nation widely in Korea.
