학교경찰 학술논문 분석과 시사점

An Analysis of Research Trends in Korean School Police Researches

학교안전에 대한 강조와 함께 최근 학교경찰 프로그램은 확장과 축소를 동시에 경험하고 있다. 복잡한 상황에서 합리적 판단을 가능하게 하는 것은 과학적이고 체계적인 분석결과일 것이다. 이 연구에서는 국내에서 발표된 학교경찰 관련 연구들을 종합하여 해당 연구의 경향을 분석하고 향후 연구에서의 시사점을 도출해 보았다. 한국학술정보 등 학술데이터 베이스를 검색, 최종적으로 78편의 관련 논문들을 추출하였고 형식 및 내용 특성을 반영한 분석기준을 통해 이들을 분석하였다. 연구결과를 요약하면 다음과 같다. 먼저, 학교경찰에 관한 연구는 1996년 처음으로 등장하였으나 이후 별다른 관심 없이 지내오다 2005년 배움터지킴이, 2012년 학교전담경찰관 제도 등의 도입과 함께 양적 확산을 경험하였다. 연구는 주로 경찰학 분야에서 이루어져 왔으나 학교전담경찰관 제도가 도입된 이후 보다 다양한 학문분야들의 관심 또한 증가하고 있다. 둘째, 학교경찰에 관한 연구는 서술적 연구가 다수를 차지하며 이에 따라 자연스럽게 개념적 연구 중심으로 전개되어 왔다. 셋째, 대부분(85.90%)의 연구자들은 학교경찰제도에 대하여 긍정적인 태도를 보이며 “학교폭력 예방·감소”, “경찰(형사사법기관)에 대한 긍정적 태도 형성”, “교사업무경감(교권침해방지)”, “학습권(학생인권) 보장” 등의 차원에서 효과가 있는 것으로 제시하였다. 넷째, 연구자들은 학교경찰제도의 문제점들로 “인력·예산 부족”, “비전문성(비윤리성)”, “입법(매뉴얼) 미비” 등을 제시하였으며 이러한 문제들을 해결하는 차원에서 개선방안들이 적시되고 있었다. 이러한 상황에서 향후 학교경찰관련 연구들이 주목해야 할 주요 과제들을 함께 제시해 보았다.

The purpose of this study was to analyze the trends of the researches related to school police in Korea and to derive some implications for future research. A total of 78 academic papers were retrieved from three academic databases including KSI(http://kiss.kstudy.com) and analyzed through analysis criteria. The results of this study are summarized as follows. First, the research on school police appeared in 1996, but there was little interest in academia afterwards. However, in 2005, with the introduction of Korean school police(“Paeumto Chikimi”), academic papers proliferated rapidly especially in the field of police science. Since the introduction of the school police officers system(2012), interest in diverse disciplines has also increased. Secondly, more researches were done using descriptive approach(about 83%) rather than statistical approach. Therefore, conceptual research has been centralized. Third, most(85.90%) of the researchers showed a positive attitude toward the school police system. Researchers suggest that school police are effective in terms of prevention and reduction of school violence, forming positive attitude to police, and reduction of teacher workload. Fourth, the researchers suggested “lack of manpower and budget”, “non-professionalism”, and “lack of legislation” as problems of the present school police system. In order to solve these problems, improvement measures were put together. Based on this analysis, some important issues that should be considered in the future study of school police are discussed in the conclusion.
