미국 민간보안 산업의 지역사회 공공 치안 서비스로의 확장

Expansion of the U.S. Private Security to Community Protection Service

전통적으로 민간 경비 산업은 개인이나 법인 등에 의하여 고용되어 경찰이 제공하지 않는 범위에서 재산 및 신체 등의 보호 서비스를 제공한다. 다만, 민간 경비와 공경찰의 역할 및 관계는 역사적으로 변화하고 있으며, 미국 등 서구 사회에서는 최근 미간 경비의 영역이 공공영역으로 급속하게 팽창하고 있다. 이에 이 연구에서는 미국의 민간경비와 공경찰의 관계를 역사적인 관점에서 살펴보고, 최근 나타나고 있는 민간 경비 역할의 확장에 대하여 검토하였다. 미국의 근대 법집행 기관의 역사는 정부의 권력을 강화하고 사적 제재로 인한 부작용을 제거하기 위해 사적 보호체계를 공공화하는 것으로부터 시작된다. 20세기 들어 미국 법집행 기관은 정실주의 등 정치적인 영향을 탈피하고 전문화시대를 맞이하고, 기득권 및 중산층이 공경찰의 혜택을 독식할 수 없게 되며, 점차 민간 경비시장이 확대되었다. 이와 함께 21세기 들어 나타난 변화는 공적인 영역에서 민간 경비를 활용하는 것으로, 민간 경비의 활동 영역이 빠르게 확장하고 있다. 이 연구에서는 미국 텍사스 주의 Sharpstown 마을과 일리노이 주 시카고의 특별 서비스 지역(Special Service Areas) 사업을 중심으로, 미국 민간 경비 산업의 최근 변화라고 볼 수 있는 지역사회 전체에 걸친 보호 서비스 제공 사례를 검토하였으며, 이에 따른 국내 민간경비 및 공경찰과 관련한 시사점을 제시하였다.

Private security has traditionally been hired by individuals or corporate and has provided protection services which police usually do not provide. However, the relationship between private security and police has been continuously changed. In fact, private security in the developed western societies has extended their services into public domain. In this regard, the current study review association between police and private security in the U.S. from historical standpoint, focusing on recent extension of private security into public domain. U.S. law enforcement began with publicization of private protection (vigilantism) in order to remove problems in street justice. In 20th century, U.S. law enforcement has been reformed and adopted professionalism. This prevented the mainstream and middle class from monopolizing police power, leading expansion of private security. In addition, in 21st century, private security further extended its service into public domain. In this paper, I reviewed some cases from Sharpstown, TX and Special Service Areas program in Chicago, IL, providing some implications regarding Korean private security industry and police.
