우리나라 민간경비산업의 Background Research 도입 가능성

The Possibility of Introduction of Background Research into Private Security Industry in Korea

현대사회가 변화함에 따라 인재선발에 대한 기준 역시 변화하였다. 과거에는 지원자가 제출한 학력, 경력, 자격증 등을 통한 문서 위주의 채용이 진행되었으나 학력 위조 등 사회적 문제들이 발생함에 따라 서류만을 보고 인재를 선발하는 것이 아닌 인재를 검증하는 것에 중점을 두었다. 검증절차의 일환으로 기업에서는 채용 전 평판조회를 실시하게 되었고 이러한 기업들은 지속적으로 증가하고 있는 추세이다. 그러나 평판조회의 방식이 단조롭고 업무를 맡길 수 있는 전문업체가 없어, 기업의 인력 및 시간이 손실되고 있다. 이에 본 연구는 국내의 Background Research 도입의 필요성을 제시하고 민간경비 관련 현황을 분석하여, Background Research 도입가능성을 검토하였다. 또한 사회환경 변화에 신속하고 질 높은 서비스를 제공하기 위한 방안으로 Background Research 도입방안을 다음과 같이 도출하였다. Background Research 도입방안으로는 첫째, 민간조사업의 입법화를 통한 도입, 둘째, 「경비업법」 개정을 통한 도입, 셋째, Background Research 도입 시 민간경비업체 내에 Background Research 담당 조직 신설과 같이 결과를 도출하였다.

As the modern society has changed, so has the standards for human resource selection. In the past, recruitment based on documents submitted through the applicant s academic background, career, and qualifications was conducted, but due to social problems such as academic falsification, the emphasis was on verifying the talent, not merely selecting the candidates for the documents. As a part of the verification process, companies are conducting reputation inquiries before hiring, and these companies are continuously increasing. However, the way reputations are reviewed is monotonous and there are no professional firms in charge, resulting in loss of company manpower and time. Therefore, this study suggests the necessity of introduction of Background Research in Korea and analyzed the situation related to private security, and examined the possibility of introducing Background Research. Also, as a way to provide rapid and high quality service to social environment change, the introduction method of Background Research is as follows. Introduction of Background Research is as follows. First, it is introduced through legislation of civilian project, secondly, introduction through amendment of security industry law, and Third, when Background Research was introduced, results were obtained as in the case of establishing a background research organization within a private security company.
