국가재난관리체계의 효과성 인식에 관한 연구

A Study on the Effectiveness Perception of National Disaster Management System

오늘날 세계 곳곳에서 발생하고 있는 재난은 복잡하고 다양하게 발생하고 있어서, 정확하게 예측하는 것이 어려울 뿐만 아니라 우리의 삶에 큰 위험요인으로 작용하고 있기 때문에, 국민 삶의 질과 행복을 제고하기 위한 전 국가적 노력이 필요하다. 이 연구의 목적은 일반시민들을 대상으로 국가재난관리체계의 효과성 인식에 대한 조사연구를 함으로써, 국가재난관리체계의 주요요인들 중에서 어떤 요인들이 시민의 효과성 인식에 유의한 영향을 미치는 지를 살펴보고, 효과성을 향상시킬 수 있는 방안들을 제시하는 것이다. 이 연구의 조사대상자는 대전광역시의 대전시민대학에서 학습하고 있는 성인 남녀 155명을 대상으로 하였고, 이 연구의 독립변수는 법령 및 조직의 체계화, 담당공무원의 전문성, 긴급대응체계, 안전문화의식, 민ㆍ관 협력의 5개 변수이다. 회귀분석의 결과, 종속변수인 국가재난관리체계의 효과성 인식에 통계적으로 유의한 영향을 미치는 독립변수는 담당공무원의 전문성(β=.246), 법령 및 조직 체계(β=.232), 민ㆍ관 협력(β=.215)의 3개 변수인 것으로 나타났다. 따라서, 우선, 국가재난관련 법령들을 일원화할 필요가 있고, 재난관련 조직을 체계화하기 위해선 중앙정부의 조정ㆍ통제ㆍ지원역할을 강화하고, 지방자치단체에게 권한을 이양하고, 협력적 재난대응을 할 수 있도록 해야 한다. 전문인력을 양성하기 위해선 전문교육기관을 지정하고, 연구기관과 연계하여야 한다. 민ㆍ관 협력을 강화하기 위해선, 거버넌스 체계를 강화하고, 공무원의 인식 및 태도를 변화시켜야 한다.

The purpose of this study is to analyze the determinants affecting effectiveness perception of national disaster management system among citizens. This study conducts the survey on 155 citizens living in Daejeon Metropolitan City. By factor analysis, systematic law and organization, professionalism of the public officer in charge of disaster management, emergent response system, safe culture consciousness, and public-private partnership are grouped as the independent variables. And the dependent variable of this study is the effectiveness perception of national disaster management system among citizens. The results of this study reveal that the effectiveness perception of national disaster management system among citizens is affected statistically by professionalism of the public officer in charge of disaster management(β=.246), systematic law and organization(β=.232), and public-private partnership(β=-.215). Therefore, activating the effectiveness perception of national disaster management system, the adminstration should raise specialty of the public officer, systematize the law and organization, and reinforce the public-private partnership.
