지역사회 안전을 위한 E-Policing 활용 방안

E-Policing Utilization for Community Safety

안전에 대한 정의는 매우 다양하게 나타난다. 안전은 개인마다 느껴지는 정도, 범위, 필요성이 다르기 때문에 이에 대해 대응하는 것도 쉽지 않다. 그럼에도 불구하고 경찰을 비롯하여 중앙정부 및 지방정부의 유관기관들은 지역의 안전을 위해 노력해야 한다. 지역사회의 안전은 기관, 부서, 관할을 구분지어 접근할 사항이 아니다. 지역사회의 안전은 지역 주민의 관점을 비롯하여 다양한 관련 조직 및 구성원들이 협력적인 노력을 통해서 더욱 확보할 수 있다. 또한 지역사회의 안전을 확보하기 위해서는 신속하고 정확한 정보의 수집과 이를 토대로 적절한 대응이 필요하다. 이에 본 연구는 경찰을 중심으로 하여 일반 시민들과의 접근성을 강화하고, 민간 부문의 참여를 활성화할 수 있는 방안에 대해서 논의하고자 한다. 이를 위한 방안으로 E-Policing을 소개하고, 우리나라에서 운용하는데 있어 고려해야할 사항에 검토하고자 한다. 지역사회의 안전을 더욱 확보하고, 공동의 노력을 활성화하는 방안을 모색하는데 연구의 목적이 있다.

The definition of safety is represented very variously. Also, safety isn t easy to respond to it. Because of each individual feel differently for level, range, necessity. Nevertheless, the relevant organizations of the central government and local governments, including the police must work to ensure the safety of the community. Community safety are not accessible issue by separating organization, department, jurisdiction. Community Safety can be more ensured through the collaborative efforts of the various relevant organizations and members from the point of view of local citizens. Also, require the collection of rapid and accurate information in order to secure the safety in community. This study is to enhance the accessibility of citizens, and to discuss alternatives to enable the participation of the private sector focused on the police. Therefore, this study introduces the E-Policing, I would like to review the considerations have to operate in Korea. The purpose of this study is to ensure the community safety, and find the ways to activate the collaborative effort.
