학교폭력 예방을 위한 치안업무 실태와 민간경비 활용 방안

A Study on the Utilization of Private Security for the Prevention of School Violence

본 연구에서는 학교폭력을 예방을 위한 치안업무의 실태와 문제점을 파악하고, 이를 바탕으로 학교폭력 예방을 위한 민간경비 활용 방안을 제시하고자 하였다. 우리나라는 학교폭력 예방을 위해 다양한 치안활동을 전개하고 있으나 예방조치의 부족, 전문성 부족 등 치안업무상에서 많은 한계점이 드러나고 있다. 따라서 학교폭력 예방을 위해서는 청원경찰제도와 민간경비제도의 통합이 이루어져야 하며, 경찰과 민간경비, 그리고 학교와의 네트워크가 구축되어야 한다. 또한 민간경비가 학교폭력 예방을 위한 동반자라는 국민들의 인식 전환이 요구되며, 이를 위해서는 이를 위해서는 민간경비에 대한 체계적인 언론홍보가 뒷받침 되어야 할 것이다. 따라서 학교폭력 예방을 위한 치안업무에서 민간경비 활동의 도입은 학교폭력 예방에 많은 기여를 할 것으로 기대된다.

The purpose of this study was to examine the state of security related to school violence in an attempt to suggest how to make use of private security to ensure the successful prevention of school violence. Various kinds of security activities were conducted to prevent school violence, but there were many problems with that such as a shortage of appropriate precautions and poor professionalism. To facilitate the prevention of school violence, the private police system and the private security system should be integrated, and network building among the police, private security and schools is required. The way people look at private security should be changed so that private security could be regarded as partners to prevent school violence. To make it happen, P.R. activities about private security should be strengthened through mass media. The introduction of private security is expected to make a great contribution to the prevention of school violence.
