이 연구의 목적은 제4차 산업혁명 기술 중의 하나인 드론을 이용한 테러리즘과 관련된 IS 테러집단 사례들을 분석하고, 드론 이용 테러리즘을 예방하고 이것에 효과적으로 대응하기 위한 제도적 측면, 법률적 측면, 기술적 측면 등의 대응방안을 제시하는 것이다. 드론 이용 테러리즘은 2000년대 초~중반에 주로 헤즈볼라, 알카에다 등과 같은 이슬람 무장단체를 중심으로 테러 목적의 폭발물 공격, 정찰, 선전 등에 자주 활용되었다. 2011년 9월에 드론을 이용한 최초의 테러 시도가 발생한 이후에 오늘날에는 드론 이용 테러리즘의 가능성이 매우 높다. 특히, IS 테러집단은 상업용 드론에 값싸고, 쉽게 획득될 수 있는 부가물을 추가하여 창의적으로 개량함으로써 다수의 드론 이용 테러리즘을 범하였다. 앞으로도 우리나라가 다양한 테러리즘 위협으로부터 안전하다고 볼 수는 없으므로, 우선 드론 이용 테러리즘을 방지하기 위하여 제도적 측면, 법률적 측면, 기술적 측면의 대응방안을 마련하여야 할 것이다.
The purpose of this study is to analyze the case of IS terrorist groups related to drone-use terrorism, one of the 4th industrial revolution technologies, and to suggest institutional, legal and technical aspects to prevent and effectively respond to drone-use terrorism. In fact. drone was frequently used in terrorist’s attacks, reconnaissance and propaganda mainly by Islamic militants such as Hezbollah and al Qaeda during early and middle in 2000s. After the first terrorist attacks using drones in September 2011, the possibility of drone-use terrorism is very high today. In particular, IS terrorist groups have committed a number of drone-use terrorism by adding inexpensive, easily obtainable additions to commercial drones. As South Korea cannot be regarded as safe from terrorism in the future, it is necessary to prepare countermeasures of institutional, legal and technical aspects to prevent drone-use terrorism.
