국내외 사례분석을 통한 고교학점제 운영의 개선점 연구

A Study on the Improvements of the High School Credit System through Case Studies of Domestic and Foreign Countries

본 연구에서는 고교학점제 운영의 실태를 분석하고 이를 통해서 효과적으로 운영하기 위한 개선점을 제안하고자 한다. 이를 위해 고교학점제와 관련된 해외사례 및 선행연구를 분석하여 고교학점제를 운영하는데 필요한 요소들을 분석했다. 또한 이 분석내용을 바탕으로 연구학교 보고서 분석틀을 설정하여 지난 2018년에 고교학점제 연구학교 중 우수사례로 선정된 학교의 보고서를 분석했다. 또한 보고서에서 드러나지 않는 부수적인 사실들을 알아보기 위해 연구학교의 보직교사를 대상 으로 인터뷰를 실시하였다. 연구학교 보고서 및 인터뷰를 통해 운영실태를 분석한 결과 학교의 자율성을 보장, 평가의 방법을 개선하고 미이수 기준설정 및 미이수시학생지도 방안을 마련, 지역사회와의 연계에서 개선점을 찾을 수 있었다. 이러한 문 제를 해결하기 위해 학생들이 자신의 진로와 적성에 맞는 교과목을 선택하기 위한환경 조성, 적절한 평가기준 설정과 이수기준 및 미이수 학생에 대한 체계적인 지원,교육과정 다양화를 위한 지역사회와의 연계 마련, 교사의 행정업무 경감 및 자율성 보장과 같은 사안들을 제안하였다.

In this study, I would like to analyze the status of the high school credit system and propose improvement points to operate it effectively. For this cause, we analyzed overseas cases and prior studies related to the high school credit system and analyzed the crucial elements to operate it. Based on this analysis, a framework was established to analyze the reports of six schools, which was selected as the best case among high school credit system research schools in 2018. And the interview were conducted with teachers at a research school to find out incidental facts that were not revealed in the report. Through research school report and interview, we found some difficulties on operating high school credit system. Those are ensuring autonomy of schools, improving methods of assessment, establishing criteria for non-complete and preparing special program for non-complete student, and finding ways to connect schools with the community. To solve these problems, this study suggests the followings: creation of an environment for students to choose subjects that fit their career and aptitude, establishing appropriate evaluation criteria and systematic support for students who are not qualified, and the development of links with communities for diversification of curriculum, reducing the teachers’ administrative work and ensuring autonomy.
