주거복지는 국민의 삶의 질에 직접적인 영향을 미친다는 인식하에 사회경제적 약자를 위한 주택정책이 지속적으로 추진되어, 오랜 기간 주택보급률 향상에 초점을 맞추어 저소득층을 대상으로 건설형 공공임대주택 공급을 중심으로 진행되었다. 그럼에도 사회경제적 약자는 여전히 노후하고 열악한 주거환경에 거주하는 등 주거환경을 개선하기 위한 지원의 필요성은 여전하다. 모든 사람에 있어 주거생활의 안정은 사람의 기본생활 요건 중 가장 큰 비중을 차지하고 있으며, 특히 사회적 관계가 축소되고 생활의 범위가 주거 내로 한정될 가능성이 큰 노인ㆍ장애인에 있어 그 의미와 가치가 더욱 크다. 이글은 우선 사회경제적 약자에게 주거권을 보장하기 위해서 주거복지의 의미, 주거 복지현황과 주거복지법제의 법적 쟁점을 논의하고, 이어서 영국과 미국을 중심으로 비교법적으로 주거복지정책과 주거복지법제를 살펴봄으로써, 우리 주거복지법제의 시사점을 도출하고, 다음으로 주거복지법제 중 ｢주거기본법｣, ｢장애인ㆍ고령자 등 주거약자 지원에 관한 법률｣, ｢주택임대차보호법｣, ｢임대주택법｣을 중심으로 사회경제적 약자 보호를 위한 주거복지법제의 개선방안을 검토한다. 논문의 주된 내용은 사회경제적 약자를 보호하기 위한 주거복지의 개념, 주거복지 강화의 필요성, 주거복지법제 개선방안을 중심으로 언급하였다.
