재난평가를 활용한 투자우선순위 분석기법 제안

Proposal of an Analysis Technique for Investment Priority using Disaster Assessment

최근 기후변화와 복잡한 사회적 변화 등의 요인으로 신종재난이 등장하거나 기존 재난의 강도와 빈도가 강해지고 있는 추세이다. 본 연구에서는 방재사업을 기획하거나 정책결정 시 의사결정을 지원할 수 있는 투자우선순위 분석기법을 제안하였다. 투자우선순위 지표는 총 4개의 범주(89항목)로 구성하였으며, 투자우선순위 분석은 가중치부여와 중첩을 이용하여 점수화하였다. 시군단위 투자우선순위는 화성시, 파주시, 용인시, 평택시 순으로 분석되었으며, 취약지역의 관리계획, 재난안전분야의 역량 강화에 활용 될 수 있다.

Due to factors such as climate change and complicated social changes, new disasters are emerging, and the intensity and frequency of existing disasters are increasing. In this study, we propose an investment priority analysis technique that can plan disaster prevention projects and support decision-making in policy establishment. Investment priority indexes consist of four categories (89 items), and analysis is scored using weighting and overlay. The investment priority for each city is analyzed in the order of Hwaseong-si, Paju-si, Yongin-si, and Pyeongtaek-si. It is expected that results can be used to enhance management planning and disaster prevention capacity in vulnerable areas.
