일자리재정과 정부의 역할: 자치단체 일자리재정지출의 우선순위를 중심으로

Finance support program for job and the role of government: Focused on the priority of fiscal expenditure in local government

일자리 문제에 대해 적지 않은 재정의 투입과 다양한 일자리 사업의 추진에도 불구하고 현 노동시장의 상황은 국민들의 기대수준에 미흡한 상태라고 할 수 있다. 본 연구는 일자리사업 관련 현황과 정부가 진행하고 있는 일자리사업에 대한 검토를 통해 보다 효율적인 정책을 위한 개선방안에 대해 검토하였다. 주요 결론은 다음과 같다. 일자리사업이 보다 효율적으로 수행되고 가시적인 성과를 이끌어 내기 위해서는 현재 다양하게 추진되고 있는 일자리재정사업의 우선순위에 대한 재검토가 필요하다. 시장자율성과 재정투입의 효율성을 기준으로 평가한 결과, 일자리 시장의 질적미스매치에는 고용서비스사업, 직업 능력개발훈련사업 등의 순으로, 양적미스매치에는 창업지원사업이 우선순위가 있다고 보여진다. 다음으로 개별적인 일자리사업의 추진과 관련하여 중앙정부는 일자리사업 관련 인프라 구축, 지방정부는 지역의 특성을 살린 사업의 진행으로 특화하는 방향으로 전체 사업의 수행방향을 잡아 가는것이 중요하다고 할 수 있다. 그와 동시에 일자리사업별 재정 부담에 대해서도 제공되는 공공서비스의 성격과 부담능력을 기준으로 중앙정부와 지방정부가 상호 협력하여 국민복지수준을 제고할 수 있는 방향으로 결정해 나가는 것이 필요하다.

Despite a significant amount of financial input and the promotion of various job projects, the current labor market is not sufficient compared to the expectations of nations. This study examined the current status of job program and the improvement plan for more efficient policy through the review of job programs by government. The main conclusions are as follows. In order to achieve more efficient and visible results, it is necessary to review the priority of the current various finance support program for job based on the basic role of the government in the private sector. In the priority of finance support program based on market autonomy and financial input efficiency, employment service program and job training program are the priority in relation to the quality mismatch in labor market. Quantitative mismatch seems to be given priority to the start-up support program. Next, in relation to the promotion of job projects, it is important to set the direction of execution of the entire project in a way that the central government specializes in the construction of job-related infrastructure and the local government specializes in the programs that make use of local characteristics. At the same time, the financial burden for each job program needs to be decided in a way that the central and local governments cooperate with each other to improve the level of public welfare.
