유럽의 선행경험학습인정(RPL) 정책의 발전 동향 분석

A Study on the Policy Trends of Recognition of Prior Experiential Learning(RPL) in Europe

[연구목적] 본 연구는 유럽의 선행경험학습인정(RPL) 정책의 추진 배경과 발전 동향을 분석하고 우리나라 RPL 정책 방향에 주는 시사점을 얻는 데 목적이 있다. 이를 위하여 유럽의 교육훈련정책의 추진 배경을 분석하고, RPL정책의 발전 과정 및 내용, 유럽국가에서의 RPL 이행 과정을 살펴보았다. 또한 유럽 RPL정 책의 주요 특징과 우리나라에 주는 시사점을 살펴보았다. [연구방법] 연구방법은 자료 및 문헌연구 방법이 적용되었다. [연구결과] 유럽의 RPL정책은 고등교육 및 직업교육훈련의 중장기 개혁 프로그 램과 연계하여 평생학습 활성화를 위한 주요 전략으로 강조되어 왔다. RPL정책은 유럽자격체계 및 국가자격체계, 학습성과기반 교육과정, 학점인정체계, 질보장 체계, 학습이력관리제와 연계되어 설계 및 이행되어 왔다. RPL정책이 유럽에서 성공적으로 추진된 배경으로 EU의 강력한 리더십과 전문성을 갖춘 RPL 정책의 전담조직 구축 등을 들 수 있다 [결론] 한국에서 RPL정책이 성공적으로 추진되기 위해서는 RPL정책이 평생교육 훈련 전략으로서 고등교육 및 직업교육훈련 개혁과정과 연계하여 통합적으로 설계 운영되고, 이를 위한 정부의 강력한 추진 리더십이 요구된다.

[Purpose] The purpose of this study was to analyse European development in RPL polices and discuss with the implications on Korean RPL polices. To meet the purpose of the study, the development trends of European education and training policies over the past few decades and the development process of RPL policies led by European Union(EU) were reviewed, and the main characteristics of European RPL polices and the implications on Korean RPL policy directions were analysed. [Method] This study methodologically employed literature reviews. [Results] RPL polices in Europe were emphasized as a major strategy for facilitating lifelong learning and have been developed by linking with European mid-long term reform policy in higher education and vocational education and training area. EQF, NQF, outcome based learning, credit recognition and transfer system, lifelong learning accounts system, and quality assurance system were designed and implemented as common tools of RPL. The success factors of RPL polices in Europe were the strong leadership of EU for implementing RPL and Cedefop as professional organization responsible for RPL research & projects. [Conclusion] Korean government needs to be actively implemented RPL as a key factor for facilitating lifelong learning society by making connection with education and training reform polices.
