Efficiency Analysis of African Container Ports - Focusing on 5 major countries

최근 몇 년 동안, 몇몇 아프리카 항만들은 상당한 물동량의 컨테이너를 취급해왔는데 눅숏, 테마, 탱거, 아비드잔, 다카 등이 대표적인 항만들이다. 이들 항만들은 항만의 취급능력을 증가시키기 위해 대대적인 투자를 증가시켜 왔다. 다섯 항만들은 컨테이너 취급에 있어 긍정적인 변화를 가져왔고, 컨테이너 수용력을 증가시키기 위한 공간을 창출해내기 위해 그들 항만의 인프라에 대한 투자를 더욱더 증가시켰다. 본 연구의 목적은 2017년 기준으로 이들 5개 아프리카 항만의 효율성을 분석하고 그들의 항만확장이 수익을 창출하였는지를 알아보기 위한 것이다. 효율성을 분석하는데 사용될 연구방법은 DEA 분석기법이며, 4요소(안벽길이, 수심, 겐츄리 크레인의 수, 투지비용)의 투입 요소와 1개(물동량)의 산출요소를 사용하여 다양한 모델(CCR, BCC, SE, SBM) 분석을 통해 항만들의 효율성을 분석하였다. 효율성 분석에 의하면, CCR 결과는 아비드잔 항만과 탱거 항만이 완전히 효율적인 것으로 나왔으며, BCC의 분석결과 모두 효율적으로 분석되었다. SE모델의 분석결과 탱거 항만이 1위로 나타났으며, 아비드잔 항만, 테마 항만, 다카 항만, 눅숏 항만 순으로 효율성 순위가 나왔다. SBM 모델의 분석결과 탱거 항만과 아비드잔 항만이 완전히 효율적인 것으로 나왔다. 이러한 비효율적인 항만들의 원인은 낮은 물동량, 경영 부실과 같은 비효율적인 운영에 기인하는 것이라고 할 수 있다. 비효율적인 항만들은 상부 구조물과 하부 구조물이 제대로 갖추어져 있지 않다. 효율성의 분석결과에 의하면, 이러한 3개의 비효율적인 항만들은 그들 항만을 확장하기 위해 당분간 투자를 할 필요가 없을 것으로 분석되었다.

Purpose : The purpose of this research is to measure the efficiency of these 5 African container ports for the year 2017 and to find out if their expansion will give value for revenues. Research design, data, methodology : The tool used for the Efficiency Analysis is the Data Envelopment Analysis(DEA) and making consideration of input orientation with different models(CCR, BCC, SE and SBM), using 4 inputs (berth length, water depth, port area and capital cost) and 1 output (throughput in TEUs). Results : Based on the efficiency results, the CCR results show that Abidjan port and Tangier port are fully efficient while Nouakchott port, Dakar port and Tema port are inefficient; the BCC results show that all ports are efficient when we evaluate the variable returns to scale; the SE results show that Tangier port and Abidjan port are increasing while Tema port, Dakar port and Nouakchott port(PANPA) are decreasing; the SBM results showed that Tangier port and Abidjan port are fully efficient while Nouakchott port, Dakar port and Tema port are inefficient. The reason for these inefficient ports is due to inefficient operations like low throughput and poor management. The inefficient ports have a poor infrastructures and superstructures. Conclusions : This study aims to evaluate five African container ports to find if their expansion is necessary. The DEA analyses with its different models helps us understand which variables we should increase or decrease and how to improve the efficiency among of five major African container ports. With CCR and SBM results, only 2 African container ports are efficient(Tangier port and Abidjan port), while the 3 other African container ports are inefficient(Nouakchott, Dakar and Tema ports).
