This paper aims to analyze the content validity of the National Qualifying Exams of Secondary School English Teacher between Korea and Japan. Sixtyfour Korean test items and ninety-five Japanese test items were analyzed from 2015-2017 based on Bachman and Palmer’s theory of test usefulness (1996). Among six qualities of test usefulness, Korean test items were analyzed based on content validity while Japanese test items were analyzed based on authenticity and practicality. This paper also analyzed survey results of thirtyeight Korean secondary English teachers’ opinion on both Korea and Japan Teachers Selection Test.
