성범죄예방정책에 대한 행위자 간의 상호작용에 관한 연구

A Study on the Interaction among Actors on the Sex Crime Prevention Policy

성범죄와 관련하여 사건의 심각성과 사회의 부정적 영향 등에 대해 많은 논의들이 전개되고 있는 것이 사실이다. 그러나 이러한 정부대책이 제대로 성과를 거두지 못하고 오히려 성범죄가 늘어만 가고 있다. 본 연구는 성범죄예방정책의 전반적인 정책결정시스템을 파악하고, 정책이 실패하였을 경우 원인규명과 정책개선방안을 마련하는 계량적 검증을 하고자 한다. 이러한 연구의 시발점은 이제까지 전통적인 연구 패러다임과 기존의 연구방법들은 성범죄예방을 위한 정책형성과정을 설명하지 못하거나 더 잘 드러낼 수 있는 이론적 토대와 검증방법들이 매우 미흡하였으며, 부정적 정책악순환의 연결고리를 끊고자 하기 위해서이다. 정책형성과정 이해를 위해 결합모형과 행위자기반모형(Agent-based modeling)의 연구방법을 활용하여 네트워크의 구조와 행위자의 상호작용에 대한 패턴을 확인하였다. 일반행위자들의 연구결과 개인의 의식, 상호의존성, 두요인을 고려한 모형으로 나타났다. 일단 일반 행위자들은 모두 예방프로그램과 교육, 성인식개선에 엄중하고 강력하게 수행하는데 거부감이 없는 한국사회의 모습이 그대로 반영되었다. 그 특징으로 먼저, 각각의 행위자들은 일정시야 내의 성범죄발생률을 측정하고 주변의 성범죄를 저지른 사람들의 비율에 비례하여 보호예방의 중요성이 결정되었다. 둘째, 개별 행위자들의 활동은 모든 행위자들 환경에 반영되었다. 셋째, 시뮬레이션 시작 후, 격자안의 행위자들은 움직임이 없으며 새로운 행위자들은 발샹하지 않는다. 이결과를 통해 향후 성범죄예방정책의 전략적 체계를 구축이 선제되어야 될 것이다.

It is true that many discussions are being held today on the seriousness of the case and the negative impact of society in relation to sex crimes. However, these government measures have not paid off properly, and on the contrary, sex crimes are on the rise. This study aims to identify the overall policy decision-making system of the sexual crime prevention policy and to conduct a quantitative verification to find out the cause and draw up measures to improve the policy if the policy fails. The starting point of this study is to sever the link between the negative policy vicious circle. In other words, the traditional research paradigm and existing research methods have been very insufficient to explain or better reveal the policy formation process for preventing sex crimes. To understand the policy formation process, patterns on the structure of the network and the interaction of actors were identified using the method of study of combination models and agent-based models. The results of the general actors study showed a model that considered individual consciousness, interdependence and two factors. For now, the general actors were not resistant to carrying out preventive programs, sex education, and gender awareness improvements. This reflects the true picture of Korean society. First of all, each actor measured the incidence of sex crimes within a given time frame and determined the importance of protection prevention in proportion to the proportion of those who committed sex crimes around him. Second, the activities of individual actors were reflected in the circumstances of all actors. Third, after the start of the simulations, the actors in the grid have no movement and no new actors occur. Through this result, the establishment of a strategic system for the prevention of future sex crimes should be preempted.
