노원교육복지네트워크의 거버넌스 실천

Development of private-public governance in the ‘Nowon Region Educational Welfare Network’

최근 사회격차의 심화로 인한 교육격차의 문제가 사회적 과제가 되고 있다. 이에 정부는「교육복지투자우선지역사업」을 추진하였고 그 과정에서 ‘민’과 ‘관’의 협력을 강조하여 왔다. 이 연구의 목적은 노원교육복지네트워크의 민간 주체들의 민관 거버넌스 구축 활동을 중심으로 분석하여, 거버넌스 실천의 의미와 과제를 찾고자 했다. 이를 위해 2013년부터 2016년까지 노원교육복지네트워크의 중심 실천가들과의 참여적 실행 연구를 진행하였다. 수준 높은 민관거버넌스는 민의 주체적인 역할과 실천 그리고 관의 체계적이고 지속가능한 행정력이 유기적으로 상호관계를 맺을 때 나올 수 있다. 지역을 둘러싼 행정적·정치적 환경이 급변하는 상황 속에서도 고도의 민관거버넌스 구축하였던 ‘노원나란히교육네트워크’의 실천은 다음과 같은 실행의 의미와 향후의 방향을 발견하였다. 노원의 교육복지네트워크는 관 중심의 사업에 종속되지 않기 위해 독자적인 주체 역량을 확보하면서 대등한 관계를 만드는 수준 높은 민관거버넌스의 단계로 이행하고 있다. 이 과정에서 노원 지역교육 실천가들의 실천 활동의 의미는 지역교육문제 해결을 위한 다층적 관계망 속에서 배우며, 노원지역 전체를 교육중심으로 재편해가는 일상적 학습, 지역 참여 수준을 높이는 실천적 학습으로 정리할 수 있다. 향후 과제로 지속가능한 지역교육네트워크 구축을 위해 지역 실천가의 세대 전승과 네트워크 주체들의 조직적 구성이 이어져야 할 것이다.

Recently, the education gap caused by social disparities has become a social issue. Hence the government has highlighted cooperation between the public and private while promoting the ‘Supportive Project for the Priority Area of Educational Welfare.’ This paper investigated the significance and future objective of governance practice by analyzing private and public governance construction activity of private actors of the Nowon Education-Welfare Network. The authors have proceeded collaborative action research with its leading doers from 2013 to 2016. The high level of public-private governance can be made when autonomous roles and actions of the private sector establish an organically mutual relation with the systemic and sustainable administrative power of the public sector. The ‘Nowon Education Network’ found the following significance and future objective with managing high quality of private and public governance even in the rapidly changing administrative and political circumstances. The network has implemented a high level of governance, establishing equal relations not to subordinate to the public-oriented project, securing its decision-making and action autonomously. In this process, the Nowon Education Network activists enhanced local participation by tackling local education problems. The daily practical learning activities reshaped the whole Nowon region into the education-centered. Also, the authors identified needs such as more systematic relation among network actors and organic transmission between the generations of the network activists to make the network sustainable in terms of the future objective.
