복지제도의 점진적인 변화 과정에 대한 연구

A Study on the Gradual Institutional Change: Focusing on the Changing Nature of Swedish Welfare System since the 1980s

역사적 제도주의 관점에서 복지제도의 변화에 대해 경로의존성과 점진적이지만 중대한 제도변화라는 상반된 연구 흐름이 존재한다. 이러한 측면에서 이 연구는 사민주의 복지레짐의 가장 순수한 이념형(pure type)이라고 할 수 있는 스웨덴의 사례를 중심으로 제도를 둘러싸고 있는 행위자들의 역학 관계의 변화에 따라 제도가 어떤 양상으로 변화하는지에 대해 알아보고 있다. 역사적으로 스웨덴 복지모델의 발전은 사민당(SAP)의 장기 집권 하에 진행되었으며 권력자원론을 주장하는 연구자들이 주장하는 강한 노조와 좌파정당 간의 연합 관계의 대표적인 사례로 꼽히고 있다. 그러나 1970년대 오일쇼크가 발생하면서 복지국가는 전후 복지황금기 시기와는 다른 방식의 정책적 대응이라는 압력에 직면하였다. 이 과정에서 정당, 노조, 사용자단체와 같은 사회적 집단들의 조직화와 이들 간의 권력 관계가 변화함에 따라 복지제도의 변화 양상이 시기별로 다르게 나타나고 있다. 스웨덴 복지제도의 점진적 변화과정은 결국 경제적인 압박과 코포라티즘의 붕괴와 밀접한 관련이 있다. 1970년대 오일쇼크 이후 경기침체가 지속되자 사민당의 정치적 우위는 약화되었고, LO와 사민당 간의 갈등이 경제적 위기의 시기에 증폭되었다. 노조가 경영에 대한 개입을 시도하면서 노사관계는 대립적으로 변화했다. 또한 노조 내부에서도 임금협상을 둘러싸고 블루칼라 노동자들과 화이트칼라와 전문직 노동자 사이의 갈등이 심화되었으며, 고용보호법으로 인해 노동시장 외부자의 고용보호와 사회보호가 악화되었다. 결론적으로 지난 30여 년 간의 점진적 변화를 통해 스웨덴 내부의 사회적 결속력(solidarity)이 상당한 수준으로 하락하고 있다는 사실을 알 수 있다.

From the perspective of historical institutionalism, there is a contradictory strand of research on the change of the welfare system: path dependency and gradual but significant institutional change. In this respect, this study focuses on the changing nature of Swedish welfare system, which refers to the pure type of social democratic welfare regime on the basis of the dynamics of interaction between actors. Historically, the development of the Swedish welfare model has been under the long-term power of the Social Democratic Party(SAP) and is one of the most representative examples of coalition relations between strong unions and leftist parties. However, after 1970s oil shocks, Swedish welfare state was faced with a policy response that was different from the‘golden-era’of welfare state. During this period, the aspects of institutional changes show different dimension according to the organization of social groups such as political parties, unions and employers organizations and the power relations between them change. The process of gradual change of the Swedish welfare system is in turn closely related to economic pressures and the collapse of corporatism. After the oil shock of the 1970s, the Social Democratic Party s political superiority weakened, and the conflict between the LO and Social Democrats amplified. As unions attempted to intervene in management, labor-management relations changed confrontationally. In addition, conflicts between blue-collar workers and white-collar workers and professional workers have been intensified over wage negotiations within the unions. Employment protection laws have deteriorated employment protection and social protection of the outside of labor market. In conclusion, the gradual change over the last three decades shows that the social solidarity in Sweden has weakened considerably.
