한국 차(茶)산업의 발전 과제

Challenges for the Development of Tea Industry in Korea -based on the stage of production-

오래된 재배 역사와 우수한 차 문화 그리고 차 수요의 고정 층을 가졌음에도 우리 차산업은 침체되어 있다. 따라서 그 첫 단계로 생산과 수집부분을 중심으로 SWOT분석을 통해 고찰해보았다. 우리 차의 가장 큰 약점은 수종의 다양성 부족과 수작업에 의한 채엽으로 생산성이 떨어진다는 것이다. 또한 아직도 소규모 농가나 가공공장의 덖음 잎차중심으로 제품의 다양성이 부족하고 품질기준과 가격기준이 천차만별이다. 이러한 생산단계의 문제점들을 해결하기 위해 정부는 수종개발과 보급, 농가 생산성 향상을 높이기 위한 기계화를 지원할 필요가 있다. 또한 국가 단위의 품질기준 마련 등도 서둘러야 한다. 아울러 생산자들도 생산자조직을 통해 수종개식, 기계화를 통해 다양성과 생산성을 높이고 공동으로 품질기준 마련, 선별·가공·마케팅을 통해 시장관리를 해나가야 한다. 무엇보다 지속가능한 차 산업을 위해서는 젊은 사람들이 차산업의 후계자가 될 수 있도록 정부와 업계의 지원과 노력이 절실하다.

Although we have a long history of growing tea, excellent tea culture, and a stable demand base, Korea’s tea industry is still performing poorly. As a first step, a SWOT analysis is done focusing on production and collection. The main area of weakness in the Korean tea industry is largely due to low production yield, caused by a lack of variety of tea species and the process of manual harvest. In addition, there is still a lack of variety of products based on the processing, fermentation and roasting of tea in small farms and processing plants. Quality standards and pricing models vary widely. In order to solve these problems in the production stage, the government needs not only to support to develop and disseminate species of trees but also to expand mechanization so that farmers can enhance productivity. The government should set the quality standards for the national level promptly. On farmers’ side, they should enhance diversity and productivity through tea tree renovation by organizing producer groups. They should also manage the market by setting quality standards for sorting, processing, and marketing the products. Above all, for sustainable tea industry, joint effort and support by the government and the industry is a must for the young farmers to be able to succeed in the tea industry.
