Issues in Education and Qualification of Vocational Evaluators in South Korea

이 연구는 직업능력평가사 양성 및 자격제도 현안을 살펴보고 효과적인 직업능력평가 서비스를 수행하기 위한 과제를 제안하기 위하여 실시되었다. 연구를 위하여 직업능력평가사 양성과 자격제도에 관한 인터넷 자료를 검색하였고, 논문 등 관련 문헌을 고찰하였다. 연구결과는 다음과 같다: 장애인에게 직업능력평가 서비스를 제공하기 위한 법적 근거는 비교적 잘 구비되어 있는 것으로 나타났으나 장애등급제 개편에 따라 관련 직업능력평가사의 국가자격 인증에 대한 필요성이 강조되었다. 한국직업재활학회 자격분과위원회에서 인정하고 있는 자격연수 과정은 지식과 기술 영역에 초점을 맞추기 보다는 학과목의 명칭에 초점을 맞추는 경향이 있었고, CRCC의 CVEs 매뉴얼을 참조하여 국내 실정에 맞게 활용할 필요가 있는 것으로 나타났다. 한국과 미국은 직업능력평가사의 역할과 기능에 관한 고찰에서 유사성이 발견되었으나 자격제도의 운영에 있어서는 다소 차이가 있었다. 문헌고찰 결과, 장애인고용공단과 자격제도의 운영에 관한 협력체계가 필요하고, 실습장소 확보, 역할정체성 문제 해결 및 슈퍼비전 제공이 필요한 것으로 나타났다. 직업능력평가사 양성과 자격제도의 효율적 운영 및 관리 방안 등이 논의되었다.

This study was to review the issues in education and qualification of vocational evaluators and to suggest tasks for effective vocational evaluation services. To fulfill the purpose of the study, article reviews were performed, along with a comprehensive internet search, focusing on education and qualification features of vocational evaluators. The review results were as follows: The legal foundation of providing vocational evaluation services to persons with disabilities has been well established, however the conversion of the private vocational evaluation certificate into a nationally recognized certificate was addressed with an emergence of a new disability rating system. The educational training program (or workshop), organized by the KSVR and its affiliated associations, was found to have focused on course work titles rather than focusing on knowledge and skill domains, suggesting that the CVEs manual of CRCC needs to be utilized with appropriate revisions. Admitting the overall similarity in role and function of vocational evaluators, manageable differences between the two countries were found in carrying out the qualification system. In summarizing the reviews, suggestions were made to include the cooperation with KEPAD in running educational training programs, the diversification of practicum or internship sites, the establishment of role identity, and the necessity of providing supervisions. The issues in education and qualification of vocational evaluators were discussed, along with an effective management of vocational evaluation certificate.
