Jeong Yak-Yong’s History Consciousness and Reform Thought

1. 정약용의 시대구분은 제1단계 군주가 없던 시대, 제2단계 오제의 시대, 제3단계 삼왕의 시대, 제4단계(황제 시대)이다. 2. 정약용에 따르면 천맥은 상앙 이전에도 있던 제도이다. 3. 토지개혁의 어려움을 잘 알아 결국 유상매입의 방안을 생각하였다. 4. 균전제에 의해 토지를 관이 주도하게 되었다는 평가에 대하여 비판적이다. 5. 토지를 정(井)자 형태로 억지로 만드는 것이 아니라 지형이 가능한 곳에서 행하며, 농민에게만 토지를 주자고 하였다. 6. 중국 상고의 조세제도를 정약용은 토지와 재산의 이원 체계로 이해하였다. 7. 진나라가 양전에 대하여 긍정적으로 평가하였다. 8. 중국 역대의 조세제도에 실제적으로 부가 있었다고 하였다. 9. 당·송의 의창제도 진휼로 보았다. 10. 중국의 호적제도는 조세 균등을 위한 것이다. 11. 『경세유표』에서는 만민에게 동등하게 교육과 취사의 기회를 줌으로써 점진적으로 신분제를 해체시켜 나아가려 하였다. 12. 과거제도 개혁론은 청나라의 제도를 참고하는 방안이다. 13. 요·순 시대에는 3년에 한번 고적하고, 9년에 한번 고적을 했다고 보았다. 14. 중국의 군현 분등은 호수를 근거로 하였다. 15. 토지를 9등급제로 해야 한다고 주장하였다. 16. 대동법 개혁을 긍정하였다. 17. 전국의 환곡 총수와 호구 총수를 산출하고 각 호에 균등하게 환곡을 부과하자고 하였다. 18. 과거제도를 학교제도와 결합하여 개혁하고자 하였다.
