커뮤니티케어 체계에서 정신장애인 서비스 지원 방안

A Study on the Support of Service for the Mentally Disabled People in the Community Care System

본 연구는 커뮤니티케어 체계에서 정신장애인을 대상으로 한 서비스 지원 방안에 대해 살펴보는 것을 목적으로 한다. 이를 위하여 지역사회정신건강 정책의 기본방향인 회복 패러다임과 지역사회통합에 대해 살펴보고, 정신장애인 현황에 대한 실태 분석을 근거자료로 활용하여 현재 정신장애인 대상의 커뮤니티케어 선도사업 기본 모델의 한계를 제시하고 정신장애인 대상의 커뮤니티케어 서비스 발전 전략에 관해 제언하였다. 커뮤니티케어 체계에서 정신장애인의 회복을 위한 지역사회통합 차원의 서비스 지원 방안은 다음과 같다. 첫째, 정신장애인 대상의 돌봄ㆍ사회적 서비스 제공 전략이 요구된다. 둘째, 지역사회중심 건강관리와 지역사회 정착 지원을 위해 주거시설을 포함한 정신재활시설에 대한 인프라 구축이 우선되어야 한다. 셋째, 정신건강관련기관들도 민관협력체계 구축을 통한 지역사회 조직화에 관심을 가져야 한다. 이러한 논의를 바탕으로 커뮤니티케어 체계에서 지역사회통합 개념을 활용한 정신장애인 지역사회 정착 지원 방안을 제시하였다.

The purpose of this study is to explore ways to support services for the mentally disabled in the community care system. To this end, the basic direction of community mental health policies, the recovery paradigm and community integration, were explored and how this concept should be strategically applied in community care policies. In addition, through a status analysis on the status of the mentally handicapped, he proposed strategies for developing community care services for the mentally disabled. In the community care system, the following are measures to support community integration services for the recovery of mentally disabled people. First, strategies for providing care and social services for mentally disabled targets are required. Second, infrastructure building for mental rehabilitation facilities, including residential facilities, should be prioritized to support community-centered health care and community settlement. Third, mental health-related institutions should also be interested in organizing their communities through the establishment of a public-private partnership system. Based on these discussions, a measure to support the settlement of communities for the mentally disabled people using the concept of community integration was presented.
