사회적 가치 성과평가모형 연구

공공정보화사업을 중심으로

국제사회에서 사회적 가치의 중요성과 필요성에 대한 인식이 확산되면서 많은 기업과 정부기관들을 중심으로 조직의 ‘사회적 가치’와 ‘사회적 책임’에 대한 논의가 증가하고 있다. 하지만, 국내공공정보화사업의 경우 기존 평가체계가 효율성 중심으로 구성되어 있어서 사회적 가치 및 책임과 공공성이 충분히 발현되지 못하고 있다. 따라서 국정과제 및 공공부문의 핵심적인 ‘사회적 가치’ 실현을 위한 평가 체계 전반에 걸친 개선방안의 마련이 필요한 상황이다. 본 연구는 사회적 가치 관련 선행연구들을 분석하여 사회적 가치 실현을 위한 공공정보화사업의 성과평가 모형과 측정 가능한 평가지표들을 개발한다. 이를 기초 평가지표로 사용하여 향후 공공정보화사업 사회적 가치 성과평가체계의 적용과 활용 방안을 모색하고자 한다. 이를 위해 본 연구는 사회적 가치 이론과 사회적 영향평가(SIA)의 평가지표에 대한 선행연구를 정리하고, 해외 공공서비스 분야의 사회적 가치 적용 사례들을 분석하였다. 본 연구에서 제안하는 공공정보화 사업의 사회적 가치 성과평가 모형은 크게는 사회적 가치 창출 영역과 사회적 가치성과 영역으로 구분하였다. 사회적 가치 창출 영역은 (1) 자원, (2) 내ž외부 프로세스, (3)개인 및 사회공동체 이용자를 대상으로 하는 공공정보화 서비스로 분류하였고, 각 영역에 매칭되는 사회적 가치 성과 영역은 (1) 사회서비스, (2) 사회생태계, (3) 고용, (4) 환경으로 분류하였다. 이를 기준으로 각 분야별로 공공정보화서비스의 사회적 가치 성과를 측정할 수 있는 평가지표를 제안하였다. 본 연구는 국가가 추구하는 사회적 가치 실현을 반영하여 공공정보화사업에서 사회적 가치 구현 성과를 측정할 수 있는 모형과 평가 자료를 제안함으로써 향후 공공정보화사업 분야의 사회적 가치 기여 정도를 측정하는데 유용한 근거 자료로 활용될 것이다.

Social value in international society with many enterprises and government agencies is becoming more important and necessary. However, in Korea, the current evaluation system for public Information-oriented business has focused on efficiency rather than social value or public nature. In the Information-oriented business sector, it is necessary to improve overall evaluation system, including evaluation index for social value of national task and public sector. Therefore, this study tries to propose the performance evaluation model for social value in Information-oriented business by developing and evaluation index that can be measured. To achieve the purpose, this study summarizes previous studies on social value theory and the evaluation index of social impact assessment (SIA), and analyzes the application cases of social value in overseas public service. The performance evaluation model for social value proposed in this study is divided into social value creation and social value performance parts. Social value creation part is classified as (1) resources, (2) internal and external processes, (3) public information services for individual and community users, and the social values performance part matching each part of social value creation is classified as (1) social services, (2) social ecology, (3) employment, (4) environment. Based on this, the evaluation index is proposed to measure social value performance in each field. Our conclusions could be useful in measuring future social value contributions in the field of public information services.
