Problems of the Regulation System for Special type of Value-added Communication Service

In modern society, wireless mobile communication services are deeply embedded in everyday life. Voice call service and text messaging service have been provided as basic services since the early days of mobile communication service. Basic telecommunication services are called Common Carrier. Text message service, which is the basic service of mobile communication services, is classified separately as special type of Value-added communication service. The question arises as to whether some of the basic telecommunications services provided in the current telecommunications environment can be separated and classified as technical and logical consequences, or policy-based. Therefore, regarding the classification of the current law on SMS, which is the basic service of mobile communication services, it is necessary to argue whether text messaging services are related to Common Carrier or Value-added communication service. Text messaging is included in voice and others because it is an essential service for wireless mobile communication. And it can only be communicated through service providers, and they are forcefully communicated, so they become a Common Carrier. Some of the text messaging services are done through certain delivery systems by companies that want to send large numbers of messages. But the nature of Common Carrier remains unchanged. I m going to study these problems.
