Recently, as high-ranking officials have been involved in research misconduct and problems related to poor academic activities, social issues have emerged as a social issue. Accordingly, this paper presents the issue of fair authorship among various types of research ethics and the issue of regulatory governance system that is classified as an institutional bioethics committee (IRB) system, which is the primary gateway of ethical verification of papers in human research. Focus on this topic. The ethical issues of the thesis, legal issues based on the constitutional law, related case studies and the search for alternatives from the governance perspective, and legislative tasks are drawn up and proposed so as to provide an opportunity to find alternatives to establish the definition of the thesis.
