특별교부금 국가시책사업 구조 및 변동 추이 분석

A Study on Analyzing the Structure and the Change Trend of Granting Special Subsidies for Special National Educational Policy Projects

본 연구의 목적은 특별교부금 국가시책사업의 변동추이를 분석하여 국가시책사업 제도 개선을 위해 유익한 시사를 주는 것이다. 이를 위하여 2013년 이후 국가시책사업의 구조 및 구조 변화를 분석하였으며, 정책영역별로 재분류 및 변화 추이를 분석하였다. 본 연구의 주요 결과는 다음과 같다. 첫째, 국가시책사업 구조는 복잡하고 위계적으로 잘 구조화되어 있지 않다. 둘째, 사업 규모는 매년 증가하고 있으며, 사업 수 또한 증가하고 있다. 셋째, 정권 교체기에 사업에 대한 구조조정 및 사업비 지원규모의 변동이 크다. 넷째, 국가시책사업을 17가지 정책영역으로 분류하고, 예산 규모 변화 추이를 분석한 결과, 창의교육정책, 진로·직업교육정책, 학교정책의 투자 비중이 높았다. 이러한 연구 결과에 기초하여 국가시책사업의 지원 기준 및 범위를 명확히 하고, 소규모 사업, 유사중복사업에 대한 통합 및 재구조화가 필요함을 주장하였다.

The purpose of this study is to analyze the trends of Granting Special Subsidies for special national educational policy projects and to provide useful implications for improving the national policy project system. In order to accomplish the purpose, operational status were analyzed and the national policy project system were reclassified by policy areas for analyzing the change trends. The main results of this study are as follows. First, the national policy project structure is complex and not hierarchically well structured. Second, budget for the national policy project is increasing every year, and the number of projects is also increasing. Third, in the government change period, were enlarged the scale of the national policy projects restructuring and were severe budget changes for each project in order to launch new projects related to national educational agenda. Fourth, we find that the investment ratio of creative education policy, career and vocational education policy, and school policy out of 17 policy areas reclassified the national policy projects is higher than others. Based on the results of this study, it is necessary to clarify the nature and the support standards and scope of the national policy projects, to integrate and restructure of small-scale projects and similar redundancy projects.
