가톨릭대학교 성의교정 동물실험윤리위원회의 동물보호·관리프로그램에 대한 고찰

전통적으로 가톨릭 기관은 연구윤리와 생명윤리를 중요시하여, 임상연구 뿐만 아니라 동물실험분야에서도 이와 관련하여 많은 노력을 기울여왔다. 이 논문은 가톨릭대학교 성의교정 동물실험윤리위원회와 실험동물연구실의 역사와 기관 내에서의 역할과 기능, 동물실험계획서의 발전사 및 윤리적인 동물실험을 위하여 노력한 과정 등을 담고 있다. 1990년대 후반에 조직된 실험동물연구실과 2006년 구성된 IACUC 전신인 동물실험위원회에서 시작되어, 2005년과 2015년에 진행된 두 차례의 시설 리모델링, 2017년의 우수동물실험시설 인증과 2018년 AAALAC International의 완전인증까지 13년 간 진행된 유무형의 노력들로 현재의 IACUC와 실험동물연구실이 이루어진 것이다. 동물실험계획서 양식의 변천사를 통해 IACUC의 심의절차의 변화를 살펴볼 수 있고, 이용자, 출입자, 실기, 관리자 교육 등 교육프로그램의 구성으로 동물실험 연구자에 대한 교육의 발전과정을 확인할 수 있었다. 또한, A memorial day, PAM, Medical Record 등의 프로그램을 통해 윤리적인 동물실험을 위한 IACUC와 실험동물연구실의 노력을 엿볼 수 있었다. 이러한 우리 시설의 성장사가 동물실험을 시작하는 기관에게 적절한 길잡이가 되기를 바라며, 이를 바탕으로 우리 기관이 더욱 발전하여 가톨릭기관의 이념에 따라 윤리에 기초한 창의적인 연구를 이룰 수 있기를 기대한다.

Traditionally, Catholic institutions have focused on research ethics and bioethics, and have made a great deal of effort in this area as well as in clinical research. This paper describes the role and function of the IACUC and Department of Laboratory Animal (DOLA) in Catholic University, their history and the evolution, the process of effort for the animal research. Starting with the DOLA organized in the late 1990s, and the IACUC predecessor, the Animal Experiment Committee was formed in 2006. After twice facilities remodeling in 2005 and 2015, IACUC and DOLA accredited the Korea Excellence Animal laboratory Facility from Korea Food and Drug Administration in 2017 and acquired AAALAC International full accreditation in 2018. The current IACUC and DOLA have been completed with the effort of almost 20 years until the final certification. The changes in IACUC s protocol review were affirmed through the changes of the protocol form. And the development process of education was confirmed by the composition of education program such as user, tour, practical skill, manager education. In addition, IACUC and DOLA for the ethical animal research were shown through programs such as A memorial day, PAM and Medical Record. Based on this foundation, I hope that the history of our facility will be an appropriate guide for organizations that start animal experiments and our institution will further develop and carry out creative research based on ethics and the ideology of Catholic institutions.
