4대강 사업 관련 한국 교회 문헌 비평을 통한 생태 신학의 사목적 적용 연구

Study on Pastoral Applications of Ecological Theology through Criticizing the Documents of Korean Catholic Church against the Four Rivers Development Project

4대강 사업은 계획 및 추진 초기부터 많은 쟁점을 일으켰고, 완공 이후 지금까지도 논란의 여지를 남기고 있다. 본 논고는 4대강 사업에 직접 관련된 초기 문헌들 4가지를 비평함으로써 생태신학과 생태 환경에 대한 사회교리의 사목적 적용에 대한 비판적 전망을 찾아볼 것이다. 한국 교회 문헌들은 모두는 제2차 공의회 문헌에서 시작하여 교황 요한 바오로 2세의 평화 메시지까지에 이르는 사회교리 발전의 한계 안에 머물고 있다고 할 수 있다. 대표적으로 인간중심적 관점에서만 생태 환경 문제를 바라보는 것이다. 한국 교회의 문헌들을 크게 4대강 사업을 1) 윤리적 관점으로, 2) 인간을 위한 이익의 관점으로, 3) 정치적 관점으로 바라 보고 있다. 이런 3가지 시각은 교황 요한 바오로 2세의 생태 사상과 「찬미받으소서」의 사상으로 보충되고 확대되어야 한다. 생태 환경의 문제의 심각성을 일찌감치 자각한 많은 지역 교회들은 생태 환경에 대한 지역 교회 문헌들을 발표함으로써 보편 교회의 사회교리의 발전에 이바지하였다. 지역 교회의 문헌들은 단순히 보편 교회의 문헌을 인용하는 선에 그쳐서는 안 된다. 한국 교회의 생태신학의 발전을 위해서 생태 환경에 관련된 문헌이 담화문이나 선언문을 넘어서는 수준의 글로 한국 교회 교도권에서 나와야 한다. 실천적인 부분에서도 교회의 보다 적극적 역할이 있어야 한다. 생태 환경 문제 대한 이론화(신학화)와 실천, 이 두 가지 일이 함께 이루어질 때 생태 환경에 대한 교회 가르침이 통합적인 전망에서 한국 교회에 뿌리를 내리고 보다 많은 열매를 맺게 될 것이다.

Four Rivers Development Project has been causing controversies until now since its planning. Korean Catholic Church has proclaimed several documents against the project, judging that it would destroy the environment. In this article, I will make a study on implications of ecological theology by criticizing four major documents that was proclaimed when the project was planned.
 The four documents of Korean Catholic Church well demonstrates social teachings which has developed from the Second Vatican Council to John Paul II, but cannot go beyond their limit that their perspective mainly is anthropocentric. According to those documents the four river development project is not criticized in the three views, namely ethically, profitably, and politically. These three views are integrated further with John Paul II’s ecological anthropology and Integral Ecolgoy of Laudato Si. Many local churches in the world has contributed to the development of social teachings in the Catholic Church by announcing their own documents because they became aware of the seriousness of the ecological, environmental problems. They should not just adopt or adapt the social teachings already present to them. Korean Catholic Church, especially Magisterium, should have produced documents of the higher levels with more propound contents about the ecological, environmental issues. She should have more active role in implementing the ecological movements. By both theorizing (theologizing) and acting about the ecological issues, the ecological teaching of the Church shoots into the Korean Culture and bear fruits in the perspective of the integral ecology.
