Realities and Challenges of the Popular Electoral Rule for University Presidents: A Case Study of Chosun University

이 연구는 민주화 이후 총장직선제를 장기간 유지해온 조선대학교를 사례로 한국의 사립대학에서 ‘직접선거’를 통한 총장선출이 실제로 어떻게 작동하고 있는가를 탐색하였다. 특히, 이 연구는 기존의 연구들이 주목해온 총장직선제의 정치적·법적 기원이나 학내 파벌정치에 초점을 둔 규범적 평가보다 민주적 선거절차와 책임성의 맥락에서 선출권 배분방식을 포함한 총장선거출제도의 특성과 시대적 변화, 그리고 후보자 및 유권자들의 선거행태를 분석하였다. 이를 통해 이 연구는 총장선출제도가 중앙정부의 대학정책이나 법인이사회의 법적 특권뿐만 아니라 이에 저항해온 학내구성원들의 역사적 경험과 대학자치에 대한 의지를 반영하며, 선거과정에서 나타난 파벌갈등보다 ‘자유’와 ‘공정성’을 저해하는 다양한 유형의 비민주적 요소들을 극복함으로써 총장직선제가 민주적 책임성을 강화하는 기제가 될 수 있도록 개선할 필요가 있다고 주장한다.

This study aims to explore the reality of popular elections for university presidents (PEU) in Korea, utilizing those cases of Chosun University since its democratization. Different from prior studies whose main concerns are political and legislative origins and normative superiority of the PEU, this study examines its institutional features and changes and its impact on electoral strategies of candidates and selectorates in the context of democratic electoral process and democratic accountability. It shows that the popular electoral rule has been shaped by not only governmental university-policies and the legal privileges of the university board, but also the experience of collective resistance and organizational capabilities of intra-university associations for self-governance. It claims that most PEUs adopted by some universities are contaminated by multifaceted non-democratic rules which might undermine democratic accountability of the elected.
