지역문화정책 주체의 운영실태 분석

Analysis on the Operation Status of Local Cultural Policy Subject

지역문화진흥법 제정 이후 지역문화재단 설치가 급속도로 증가하고 있다. 본 연구의 대상인 광역문화재단은 지방분권화 시대에 문화정책 집행의 운영주체로서 중요한 역할을 하고 있고, 중앙정부와 기초문화재단의 문화정책의 연결고리와 같은 역할을 하고 있어 지역문화정책의 중요한 주체로 볼 수 있지만 아직까지 이들에 대한 운영이나 체계에 대한 연구는 활발하지 않은 상황이다. 특히 현재처럼 지역의 행정적 여건이나 상황을 고려하지 않은 중앙정부중심의 일률적 지원체계는 지역특성을 반영한 문화정책 추진을 어렵게 만드는 원인으로 작용하고 있다. 이러한 맥락에서 본 연구는 지역문화정책의 주체인 16개 광역문화재단의 여건을 분석하기 위해 조직 체계, 인력 현황, 예산 구조 및 사업 측면에서 실태를 분석하였다. 분석결과, 조직, 인력, 예산 및 사업에 있어서 지역문화재단 간 편차가 나타나고 여건이 상이한 것으로 나타났다. 이상의 분석결과를 바탕으로 본 연구는 지역 간 격차를 고려한 중앙단위의 예술창작 지원, 광역문화재단의 정기조사를 통한 실태자료 축적, 한국지역문화지원협의회의 조정자 역할의 강화를 제안하였다.

Since the enactment of the Local Culture Promotion Act, the establishment of the Local Cultural Foundation has been increasing rapidly. The Local Cultural Foundations and The Regional Cultural Foundations, which is the subject of this study, plays an important role as the main actors of cultural policy enforcement in the era of decentralization, but the research on the operation and system of them is not active yet. In particular, the central government-wide uniform support system, which does not take into account the local administrative conditions or circumstances, is acting as a cause of making it difficult to promote cultural policies reflecting regional characteristics. Therefore, this study analyzed the actual situation in terms of organizational system, workforce, budget structure, and project to analyze the conditions of 16 Regional Cultural Foundations that are the main actors of regional cultural policies. As a result of the analysis, Regional Cultural Foundations have different positions in terms of organization, workforce status, budget, and projects. Based on the above analysis results, this study proposes to support the artistic creation of the central unit considering regional gaps, accumulate actual data through regular surveys by the Regional Cultural Foundation, and strengthen the role of coordinator of the Korea Regional Cultural Support Council.
