An Analysis on Utilizing Types of Closed School Facilities in Chungnam Provincial Office of Education

충청남도교육청의 폐교재산이 적절하고 합리적으로 관리되고 있는지를 분석하기 위해 폐교의 개념, 폐교의 현황 및 활용 실태, 국내외 폐교 활용 사례, 폐교활용 관련 법령 분석, 타 교육청의 폐교재산 활용 실태 분석, 충남교육청의 폐교재산 활용 유형을 분석하였다. 2019년 3월 1일 현재 3,784교가 폐교되었으며 이중 2,375교가 매각이 완료되었고, 1999년 교육부는 폐교재산 활용 촉진을 위한 특별법을 제정하여 매각과 임대 등의 사업을 용이하게 하도록 하였다. 충청남도교육청은 폐교된 262교 중 209교를 매각하고 43교를 보유하면서 관리하고 있다. 이중 14교는 대부, 1교는 자체활용, 9교는 보존관리하고 있어 19교가 활용방안 모색이 필요한 학교이다. 여기에 이전교 3교를 포함하여 22교가 활용방안 모색이 필요하다. 충청남도교육청은 폐교재산의 매각, 대부, 자체활용, 활용방안 모색을 하면서 폐교재산 활용을 위한 촉진법에 근거하여 지방자치단체를 우선 대상자로, 교육용 시설, 사회복지시설, 소득증대시설 사업에 한정하였다. 활용이 어려운 여건에 있는 폐교재산을 적극적으로 활용하기 위해 활용유형을 보존관리지정, 대부 또는 매각, 주민 직접 활용, 지역주민협의의 4유형으로 구분하여 활용방안을 모색하고 있다. 활용방안을 적극적으로 모색할 필요가 있는 22교 중 7교는 미래의 활용도를 고려하여 보존관리로 지정하여, 5교는 주민의 희망을 반영하여 대부하거나 매각을, 1교는 주민이 직접 활용을, 9교는 아직 활용방안이 마련되지 않아 주민과 협의하여 활용하고자 하고 있다. 이와 같이 활용유형을 제시하여 합리적으로 폐교재산을 활용하는 방안이 주민과의 갈등을 줄이고 폐교재산을 합리적으로 관리할 수 있을 것이다.

This study was pursued to analyze the utilizing types of closed school facilities in Chungnam Provincial Office of Education(CPOE). To achieve this purpose the concept of closed school, number of closed schools, the actual closed schools being utilized, national and international cases for closed schools utilized, the laws related to closed schools, case studies of the other provincial office of education, and utilizing types of CPOE were reviewed. The major findings are as follows.. The number of closed schools since 1982 is 3,784 schools in 2019. 2,375 schools of them were sold and 1,409 schools are managed by provincial office education. Ministry of Education enacted the special law for pushing utilization of closed schools in 1999. The provincial office of educations have tried to utilize the closed schools. The number of closed schools from 1979 to May, 2019 is 262 schools in CPOE.. Till May 2019, 209 schools of them have been sold. 43 schools have been managed by the provincial office of education: 14 schools have been rented; 1 school will be used for the CPOE; 9 schools have been kept for future uses; and 19 schools are needed ideas for efficient utilizing. In addition to those schools 3 schools which were closed not because of integration but because of school moving were added for efficient utilizing. CPOE sold and leased closed schools based the special law for utilizing closed schools: the law enacted the purpose of selling and leasing closed schools only for educational, social welfare, and residents’ earning facilities. The closed schools experiencing difficulty for utilizing would bee being managed by 4 criteria: Keeping schools, leasing or selling, residents’ self utilization and cooperation with residents to use the closed schools. 7 schools of 22 schools having difficulty will be kept for future usage; 5 schools by lease or sale; 1 school by residents themselves; 9 schools will be discussed with residents more. CPOE will follow this types of utilization model for using closed schools. This model will help offices in CPOE to manage the closed schools rationally and regally.
