북핵 위협에 대한 확장억지 전략과 미국 핵우산을 활용한 한국의 안보 방향

Extended Deterrence Strategy for North Korea’s Nuclear Threats and South Korea’s Security Direction using US Nuclear Umbrella

2020년 1월 청와대 뒷산인 북악산에 패트리어트 포대가 배치됐다. 청와대 인근에 배치된 것은 이번이 처음이다. 북한의 미사일 위협에 대응하여 PAC-2와 PAC-3로 요격하려는 목적으로 경북 성주의 포대를 이전하였으며 배치 시기는 1월 초로 알려졌다. 북한은 지난 2017년 9월 6차 핵실험을 단행하였고 합참에서 발표한 자료에 따르면 2019년 한 해에만 단거리 미사일, 방사포, KN-23, 잠수함발사탄도미사일, 초대형방사포 등 13차례 미사일을 발사하였다. 확장억지(extended deterrence)란 한 국가가 보유한 억지력을 동맹국을 보호하는 데까지 확대하여 적대국가가 동맹국을 공격하는 것을 억지하는 것을 의미한다. 핵무기를 보유하지 못한 한국의 경우에는 이러한 위협이 더 심각한 상황이라고 볼 수 있다. 북한의 핵위협에 대응하기 위하여 미국의 핵우산은 필요한 것일까? 확장억지란 무엇이고 북핵에 대한 확장억지가 성공하려면 어떤 조건이 지켜져야할까? 확장억지이론을 현 상황에 적용하면 어떤 결과가 나올 까? 미국의 핵우산이 필요하다면 어떻게 활용을 하여야 한국의 국가안보에 도움이 되는 것일까? 이 질문에 답하고자 연구를 시작하게 되었다. 이 연구는 갈수록 고도화되는 북한의 핵무기 위협을 해결하기 위해 확장억지 이론과 핵우산에 대하여 살펴보고 미국의 핵우산을 활용하여 갈수록 고도화 정밀화되는 북한의 핵위협에서 한국의 안보를 강화하는 방안에 대하여 논의하고자 한다.

In January 2020, A patriot battery had been deployed at Bukaksan Mountain, behind Cheong Wa Dae. This is the first time it has been deployed near the Blue House. In response to North Korea s missile threat, PARK-2 and PAC-3 were relocated Gyeongbuk Seongju’s artillery unit. Placement time was known as early January. North Korea conducted the sixth nuclear test in September 2017, and according to data released by the Joint Chiefs of Staff, it launched 13 missiles, including short-range missiles, multiple rocket launcher, KN-23, submarine-launched ballistic missiles, and super-massive multiple rocket launcher in 2019 alone. Extended deterrence means expanding the deterrence held by a nation to protect its allies and deter hostile nations from attacking them. In the case of Korea, which does not have nuclear weapons, this threat is more serious. Is the US nuclear umbrella necessary to counter the North Korean nuclear threat? What is extended deterrence and what conditions must be maintained for extended deterrence on North Korea to succeed? What are the consequences of applying extended deterrence theory to the current situation? If US nuclear umbrella is needed, how should it be used to help Korea s national security? I began my research to answer this question. This study examines extended deterrence theory and nuclear umbrella to solve North Korea s advanced nuclear weapon threat, and discusses how to use US nuclear umbrella to strengthen security in North Korea s advanced nuclear threat.
